DIRECTOR OF HEALTH EDUCATION
DEFINITION
Under direction of the Health Officer, manages a program of public
health education involving the assessment of individual and community
health education needs, implementing and evaluating health education
programs, and coordinating the provision of health education services;
does other related duties.

EXAMPLES OF WORK
Manages the planning, organization and implementation of
public health education programs for group and community needs.
Oversees the research and compilation of health data, and the
assessment and identification of individual and community health
education needs.
Directs the planning and development of health education programs.
Involves community organizations and other resource staff in the
planning, implementation, and evaluation of health education programs.
Oversees the implementation of health education programs.
Evaluates community health resources.
Evaluates the effectiveness of health education programs;
develops plans to assess whether objectives were achieved;
and interprets results of program evaluation.
Recommends, plans and implements revisions or additions
to health education programs as required by changing or
emerging health needs.
Establishes and maintains cooperative working relationships
with and among those interested or involved in the work of
the program.
Conducts meetings and conferences with various health and
civic organizations to discuss and promote health issues.
Oversees the preparation of health education program plans.
Oversees staff and activities involved in coordinating the
provision of health education services.
Provides guidance and consultation to community, civic and
other organizations on health education matters or public
health problems.
Oversees the development and preparation of educational
and instructional materials.
Identifies and communicates health and health education
needs and concerns.
Determines budgetary needs of the program and prepares
program budget.
Provides guidance and instruction to staff and evaluates
work performance.
Prepares reports and correspondence.
Maintains records and files.
Will be required to learn to use various types of electronic
and/or manual recording information systems used by the
agency, office, or related units.
REQUIREMENTS
EDUCATION
Graduation from an accredited college or university with
a Bachelor's degree in Health Education, Public Health,
Community Health Education, Nursing or a related Health
Education field.
EXPERIENCE
Five (5) years of experience in the identification and assessment
of community health education needs, and in the planning,
implementation and evaluation of health education programs.
NOTE: A Master's degree in one of the areas listed above
may be substituted for two (2) years of the required experience.
CERTIFICATION
Applicants must possess a certification as a Certified Health
Education Specialist (CHES) issued by the National Commission
for Health Education Credentialing, Inc.
NOTE: A Bachelor's degree in Nursing and a valid
certification by the American Nurses Credentialing Center (ANCC)
as a Community Health Nurse may be substituted for the Certified
Health Education Specialist (CHES) requirement specified above.
LICENSE
Appointees will be required to possess a driver's license valid
in New Jersey only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties
of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the principles of health education.
Knowledge of the methods used to develop and analyze health
education programs.
Knowledge of the methods used to collect and analyze data.
Knowledge of the methods used to analyze and evaluate
community health needs and resources.
Knowledge of the principles of disease control, epidemiology
and environmental health.
Ability to manage, plan, organize and implement a public
health education program.
Ability to oversee the research and compilation of health data.
Ability to identify, evaluate and assess community health needs
and resources.
Ability to evaluate the effectiveness of health education programs,
and to recommend plan and implement changes where required.
Ability to establish and maintain cooperative working relationships
with those interested or involved in the work of the program.
Ability to supervise activities and staff involved in health education
programs and to evaluate staff performance.
Ability to oversee the development and preparation of educational
and instructional materials.
Ability to determine budgetary needs and prepare budgets.
Ability to prepare reports and correspondence.
Ability to establish and maintain records and files.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the
agency, office or related units.
Ability to read, write, speak, understand or communicate
in English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered
as acceptable forms of communication.
