Job Specification

PRINCIPAL ENGINEER BRIDGES   (02795@)

DEFINITION

Under direction, takes the lead and performs the complex work involved
in planning and executing detailed structural designs and cost estimates
for highway bridges and related structures; checks structural designs and
drawings for assigned projects; in some jurisdictions, may supervise staff 
in the performance of field and office engineering work; does other related  
duties  as required.

EXAMPLES OF WORK:

Takes the lead and performs the complex work involved in planning and 
executing detailed structural designs and cost estimates for highway
bridges and related structures.   

Checks  structural  designs  and  drawings for assigned projects.

Makes  preliminary  studies, final layout, and contract  drawings
for bridges and related structures.

Makes structural design calculations for bridges and related
structures.

Checks structures for the correctness of detail.

Prepares estimates of the cost and quantities of contract items
required for proposed bridge and other structural construction.

Reviews and checks designs to determine stability, strength, 
and economy of proposed bridge and other structures.

Checks mathematical calculations for alignments, vertical and
horizontal curves, and other incidental calculations pertinent to
bridge and other construction.

Checks shop plans and working drawings submitted by contractors
for compliance with contract plans.

May supervise the work operations and/or functional programs and 
have responsibility for effectively recommending the hiring, firing, 
promoting, demoting and/or disciplining of employees.

Prioritizes, assigns, and leads engineering projects. 

Provides instruction and guidance to subordinates in the 
performance of their work.

Makes field inspections of the more complex existing structures.

Prepares engineering, cost, and other reports.

Will be required to learn to utilize various types of electronic and/or  
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college or university with a Bachelor’s
degree in Civil Engineering.

NOTE:  Applicants who do not meet the above education requirement
may substitute possession of  a Professional Engineer's License  
issued by the NJ  Board of Professional Engineers and Land Surveyors.

NOTE:  Graduation from an accredited college or university with 
a Master’s degree in Civil Engineering may be  substituted for 
one (1) year of indicated experience.

EXPERIENCE:

Three (3) years of engineering experience in bridge and structural 
design work.
    
LICENSE:

NOTE:  Appointees may be required to possess a valid Professional 
Engineering (PE) license issued by the NJ State Board of Professional 
Engineers and Land Surveyors, particularly for positions assuming 
“responsible charge” over staff as defined by NJAC 13:40-1.3

NOTE:  Appointees will  be required to possess a driver's license valid  
in New Jersey only if the operation of a vehicle,  rather than  employee 
mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the principles of engineering and the procedures involved 
in planning and designing engineering projects.         

Knowledge of bridge and structural engineering and design work.

Knowledge of engineering mathematics, including trigonometry and 
calculus. 

Knowledge of and familiarity with shop practices and construction 
procedures.

Ability to take the lead and provide suitable assignments and guidance 
to subordinate employees.

Ability to visualize, analyze, and prepare satisfactory solutions for 
problems involved in the study and preparation  of  complete layouts 
for bridge and other structures.

Ability to carry out complex structural designing assignments.

Ability to check bridge and other structural  plans, contract drawings, 
contractors' working drawings, and shop drawings.

Ability to review critically plans submitted by engineers, consultants, 
and/or other agencies.

Ability to make calculations for alignment, vertical and horizontal curves,  
and other calculations relating to the construction of bridges and other 
structural modes.

Ability to incorporate construction details in highway bridges and other 
structural work.

Ability to assign, instruct, and supervise the work of engineers and 
other staff.

Ability to prepare cost and quantity estimates of  bridge and other 
structural construction projects.

Ability to supervise the work operations and/or functional programs 
and effectively recommend the hiring, firing, promoting, demoting 
and/or disciplining of employees may be required.

Ability to prepare engineering and other technical reports on bridge
and other structural construction matters containing findings, analyses, 
conclusions, and recommendations.

Ability to maintain essential records and files.

Ability to utilize various types of electronic and/or manual recording 
and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English  
sufficiently to perform the duties of this position.  American Sign  
Language or Braille may  also  be  considered  as acceptable forms 
of communication.
