ADMINISTRATOR OFFICE OF MOSQUITO CONTROL
DEFINITION
Under the administrative direction of the Assistant Director, Division of Fish and
Wildlife, or other supervisory official, manages the Office of Mosquito Control
Coordination within the Department of Environmental Protection and serves as
the Executive Secretary of the New Jersey State Mosquito Commission; plans,
develops, reviews and directs New Jersey's mosquito control programs; supervises
staff and work activities. Prepares and signs official performance evaluations for
subordinate staff; does other related duties as required.

EXAMPLES OF WORK:
After consultation with the division’s fiscal officer, controls the obligation and
expenditure of all funds; audits and maintains ledgers of office accounts;
develops and prepares yearly budget requests for the Office of Mosquito
Control Coordination.
Reviews, analyzes, evaluates and keeps current with state laws and regulations
regarding mosquito control, pesticides and pesticide applications, stream
encroachment, drainage and the environment.
Keeps current with latest scientific developments in the areas of biology,
entomology, toxicology, vector and general pest control.
Manages the work operations and/or functional programs and has responsibility
for employee evaluations and for effectively recommending the hiring, firing,
promoting, demoting, and/or disciplining of employees.
Reviews and evaluates county and state mosquito control programs.
Cooperates with and assists county mosquito control agencies, the State Mosquito
Control Commission, the State Agricultural Experiment Station, State Department
of Health and Senior Services and Agriculture, as well as other State and Federal
agencies to develop and implement environmentally sound procedures and
techniques of mosquito control in the areas of water management, chemical and
biological control.
Provides consultation, advice and recommendations on mosquito control and
entomological questions.
Cooperates with county, State and Federal agencies to prepare and distribute
written and audio-visual material for the public and communications media
including: projection supplies, radio and television support announcements,
news releases, pamphlets and literature to inform, educate and/or train
professional workers and the public in mosquito control measures.
Consults with the Office of Epidemiology and Consumer Health Services,
Department of Health and Senior Services, regarding vector-borne diseases.
Helps counties in the coordination and implementation of appropriate county
mosquito vector surveillance and abatement efforts in cooperation with the
Department of Health and Senior Services and the NJ Agricultural Experiment
Station.
Analyses incidents of mosquito-borne diseases in humans, wildlife and
domestic animals, and reports the information to appropriate State, county
and local agencies.
Prepares and directs preparation and distribution of reports on mosquito-related
problems and control.
Represents the Department at meetings, conferences, boards and groups
involved with mosquito control and containment programs.
Cooperates with and assists various department programs, the U.S. Army Corps
of Engineers, and the Federal Aviation Administration in the review and approval
of applications for pesticide use and water management for mosquito control.
Develops, coordinates and evaluates various state-funded mosquito-control
research projects.
Prepares budget requests for the State Commission; attends budget hearings;
plans, develops and prepares requests for capital improvements for major
equipment purchase, water management projects and facility construction and
improvements.
Schedules State Commission meetings and field trips, and prepares meeting
agendas; prepares and distributes minutes of State Commission meetings;
prepares, processes and distributes State Commission Annual Reports.
Obtains and relays State policies and regulations to the members of the State
Commission, in cooperation with the Attorney General's Office and other State
agencies.
Oversees the State Commission funded Mosquito Air Spray Program; evaluates
program efficiency, coordinates program participation, aerial spraying contracts,
and Service bids and program budget.
Directs special studies, investigations and facility inspections for aerial
applications of pesticides for mosquito control; and conducts and/or directs
the review of related State and Federal laws and regulations.
Supervises the operational and fiscal aspects of the State Mosquito Control
Commission's Equipment Program including inspection of owned and leased
equipment, bids for purchase and repair, and budget requests; oversees the
use of equipment, identifies equipment needs and provides recommendations.
Plans, develops and administers Statewide water management projects for
mosquito control including evaluation of project proposals, engineering strategies,
budget request, biological impacts, field inspection of project sites, review of
associated government water management permits, preparation of final contracts
and budgets, and direction of contracted field personnel performing water
management activities for compliance with State and Federal regulations.
Plans, coordinates and administers all State Commission-supported projects,
programs, professional services and research investigations and services
including Vector Surveillance, Statewide Programs, Air Spray Technology,
and Water Management for Mosquito Control Projects.
Prepares and processes all State Commission contracts and agreements; controls
the obligation and expenditure of all professional services and research funds; and
prepares final reports on all state-funded projects.
Directs and coordinates the activities of personnel assigned to various professional
services and State Mosquito Control Commission-supported research.
Prepares and/or supervises the preparation of correspondence.
Supervises the maintenance of records, reports and files.
Will be required to learn how to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in
one of the biological sciences or Natural Resource Management including six (6)
credits in Entomology.
EXPERIENCE:
Five (5) years of experience in entomological or bio- chemical research or in the
application of entomological principles to field investigations and/or chemical
control of insect populations, four (4) years of which shall have been specific to
mosquito populations, two (2) years of which shall have been in a supervisory
capacity.
NOTE: A Master's degree in one of the Biological Sciences of Natural Resource
Management including or supplemented by six (6) credits in Entomology may
be substituted for one (1) year of non-supervisory experience.
NOTE: A Doctorate degree in Entomology or Biology may be substituted for
two (2) years of non-supervisory experience.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only
if the operation of a vehicle, rather than employee mobility, is necessary to perform
essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the biological principles.
Knowledge of the principles, practices and techniques of mosquito control.
Knowledge of the principles of entomology.
Knowledge of pesticides, their application, and pesticide equipment.
Knowledge of the methods used to collect and analyze data.
Knowledge of insect vectors and vector borne diseases.
Knowledge of the methods used to develop, implement and evaluate mosquito
control programs.
Ability to coordinate activities of a statewide insect control program with other
counties and municipalities.
Ability to supervise assigned staff and plan, organize and implement projects
within the unit.
Ability to interpret laws, rules and regulations and apply them to specific situations.
Ability to plan, develop and evaluate and administer water management project
proposals for mosquito control.
Ability to develop and evaluate mosquito research projects, and adapt control
and eradication methods to environmental concerns.
Ability to establish and maintain cooperative work relationships with those interested
in or involved with the mosquito control program.
Ability to develop and prepare contract proposals, budget requests; and to manage
the obligation and expenditure of program funds.
Ability to conduct field surveys and studies.
Ability to address lay and professional groups at conferences and meetings
regarding issues.
Ability to prepare and supervise the preparation of reports and correspondence.
Ability to learn how to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently
to perform duties of this position. American Sign Language or Braille may also be
considered as acceptable forms of communication.
