SENIOR COST ESTIMATOR PROPERTY IMPROVEMENT
DEFINITION
Under direction, supervises the conduct of and conducts
inspections of housing accommodations and/or structures and
properties and prepares cost estimates of the rehabilitation to
meet municipal housing maintenance codes and ordinances;
does related work as required.

EXAMPLES OF WORK:
Supervises the activities of cost estimators and other assigned
personnel.
Inspects buildings for violations of applicable housing
maintenance code requirements.
Prepares reports of inspections performed.
Makes appropriate referrals to other concerned officials if
defects are found in their areas of expertise (for example,
building, fire, plumbing, electrical, and so forth).
Discusses the results of the inspections with owners, determining
at that time that they are able to make their own repairs.
Determines the order or priority for the repairs and conducts
reinspections at the specified time limits checking the quality
of workmanship, materials used, and compliance with the
applicable housing maintenance code.
Conducts inspections of structures and properties in a
redevelopment project area as a basis for preparation of
rehabilitation and conservation plans for established programs.
Prepares rehabilitation and conservation recommendations
for each structure.
Prepares and reviews cost estimates for rehabilitation
and conservation requirements.
Maintains file of reliable construction companies who are
available for rehabilitation and conservation work on individual
properties.
Checks contracting forms with the Consumer Frauds Bureau
of the State of New Jersey.
Reviews proposed cost material specifications and contracts
of contractors and subcontractors for structural improvement.
Conducts structure reviews with federal government
representatives.
Visits jobs underway.
Checks the quality and amount of work done and makes
decisions involving construction problems.
Assists in the supervision of salvage, demolition, and land
preparation activities.
Assists in the interpretation of buildings and other types of
construction schematics and specifications to ensure that
the structures are rehabilitated according to blue prints and
detailed sketches.
Ensures work and materials comply with specifications.
Advises project supervisor of any improper procedures
or practices in rehabilitation and redevelopment work.
Prepares reports.
Keeps essential records and files.
May prepare correspondence if necessary.
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems
used by the agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of full-time experience in estimating the
costs of renovation and/or construction of buildings, or
the preparation and revision of construction plans, or in
the inspection or supervision of the construction of buildings
and structures.
NOTE: Two (2) years of college in architecture or engineering
may be substituted for two (2) years of the indicated experience.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform the essential
duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the form, content, and interpretation
of specifications.
Knowledge of the means of identifying varied types of materials
and equipment that enter into the repair of buildings.
Knowledge of procedures and standards to be observed in
inspecting building repairs to determine compliance with
specifications and reasonable standards of workmanship.
Knowledge of approved inspectional methods involved in
preventing and eliminating blight and/or substandard housing
accommodations.
Knowledge of state and municipal housing codes.
Ability to read and interpret building construction plans and
specifications.
Ability to perform the inspectional work involved in preventing
and eliminating blight and/or substandard housing accommodations.
Ability to develop a priority list of repairs.
Ability to meet with people and deal effectively with their
problems.
Ability to prepare clear, sound, accurate, and informative
reports containing findings, conclusions, and recommendations.
Ability to establish and maintain essential records and files.
Ability to present inspection findings in court cases.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the
agency, office, or related units.
Ability to read, write, speak, understand, or communicate
in English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered
as acceptable forms of communication.
