Job Specification

TRAINING SUPERVISOR COUNTY WELFARE AGENCY  

DEFINITION:

Under the direction of the Director or other Administrator of the County Welfare Agency plans and supervises a complex staff development and training program; does other related work.

EXAMPLES OF WORK

Meets with administrators and supervisors to identify organizations problems and implements the training program to resolve the problem.

Provides advice and counsel about training policy and programs.

Implements a continuing program of staff development.

Supervises the Staff Development and Training Unit personnel.

Prepares the annual training plan.

Oversees training expenditures.

Contacts institutions and agencies to determine facilities and types of programs available and the cost of programs.

Participates in selection of outside experts employed to conduct special courses.

Reviews proposals for training programs, seeking out funds for training programs through federal, state, private grants, or accredited educational institutions.

Determines the content, type and length of training courses.

Develops course outlines, lists of materials to be used, arrangements for facilities, equipment, selecting and ordering films, booklets, supplies and the proper usage of training materials including visual aids in specific situations.

Develops an evaluation system to determine future revisions of course content.

Provides advice regarding training methods and techniques of training.

Supervises the establishment and maintenance of training records and files.

Prepares reports.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experiencee in determining training needs, development of training plans and materials and conducting specific training programs or five (5) years of supervisor experience of an income maintenance program or social service program in a Welfare Agecy.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.

OR

Possession of a Master's degree in Social Work or related field from an accredited college or university; and four (4) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the laws of New Jersey and the regulations relating to public assistance and public welfare programs in New Jersey.

Knowledge of in service, orientation, and other employee training methods and materials and their adaptation to a welfare agency training program.

Ability to read and interpret laws, rules and regulations and apply them to specific situations.

Ability to plan, develop, organize and carry out staff training and development courses, conferences and programs for the county welfare agency.

Ability to provide assignments and instruction to staff and supervise their work performance.

Ability to prepare reports and correspondence.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
