Job Specification

 SUPERVISING WATER TREATMENT PLANT OPERATOR

 DEFINITION:

 Under direction, supervises and works with a group of employees
 engaged in the operation, adjustment, regulation, and maintenance
 of plant machines and equipment; does other related duties.

 NOTE: The  examples of work for this title are for illustrative
 purposes only.  A particular position using this title may not
 perform all duties listed in this job specification.  Conversely,
 all duties performed on the job may not be listed.

 EXAMPLES OF WORK:

 Supervises and works with a group of operators involved in
 operating, adjusting, and regulating water treatment plant 
 pumps, valves, and other equipment.

 Supervises the activities of employees.

 Issues work assignments.

 Enforces safety regulations.

 Trains new employees and makes recommendations regarding
 appointments, promotions, reassignments, transfers, disciplinary
 actions, or other personnel transactions.

 Makes recommendations for changes in procedures.

 Supervises and works with other employees in the filtration
 process, sludge processing, pumping stations, flocculation
 and sedimentation,  adjustment of chemical  feed  equipment,
 routine water testing, and other operations related to the water
 treatment purification plant.

 Starts,  stops, and controls electric motors, pumps, valves,  
 and generators to regulate flow of raw water into treating plant.

 Controls filters and agitators.

 Dumps specified amounts of chemicals into water or adjust
 automatic devices that admit specified amounts of chemicals
 into tanks.

 Monitors panelboard and adjusts controls to regulate flow rates,
 loss of head pressure, and water elevation and distribution of
 water.

 May supervise and/or perform tasks related to cleaning of 
 tanks and filter beds, using backwash.

 May perform minor repairs and lubricate machines and 
 equipment, using hand tools and power tools.

 Test water samples from varied locations to determine
 concentration impurities, using colorimeter, turbidimeter,
 and conductivity meter.

 Makes routine bacteriological analysis of  water to determine
 water purity and to meet state and local health laws.

 May record data, such as residual content or chemicals, water
 turbidity, water pressure, and varied meter and gauge readings.

 Evaluates logs/reports from operators.

 Inspects work areas to determine material and equipment needs.

 Prepares suitable reports.

 Keeps records and files.

 Reviews performance of employees and determines assignments.

 Supervises and leads the activities of employees to attain
 optimum results in terms of costs, quality, and morale of
 a group.

 Provides instruction and development opportunities for 
 personnel, communicating agency policies, and other 
 pertinent information as appropriate.

 Maintains standards of job performance for subordinates, and
 requires good performance.

 Takes appropriate action when employees excel, meet, or fall
 below work performance standards.

 Handles personal relationship with employees - interviewing,
 transferring, disciplining, etc.

 Carries out agency policies and programs as they apply to a 
 unit, and performs special assignments as given by a superior,
 preparing reports with recommendations as appropriate.

 May also operate primary pumping equipment in order to 
 transfer raw water to treatment plant or to distribute treated
 water to residential, commercial, or industrial establishments.

 Will be required to learn to utilize various types of electronic
 and/or manual recording and information systems used by
 the agency, office, or related units.

 REQUIREMENTS:

 EXPERIENCE:

 Three (3) years of experience in operating,  adjusting,
 regulating,  repairing and maintaining electric motors, pumps,
 valves, and other electrical and mechanical equipment used
 in a water treatment plant or pumping station or filtration plant.

 NOTE:  Appointees in Municipal Water Utilities Authority may 
 be required to attend Incident Management training within a 
 specified timeframe as determined by the appointing authority.

 Such training may include but not be limited to:
    ICS-700  NIMS, An Introduction
    ICS-100  Introduction to ICS or equivalent
    ICS-200  Basic ICS or equivalent

 LICENSE:

 Appointee will be required to possess a driver's license
 valid in New Jersey only if the operation of a vehicle rather
 than employee mobility is necessary to perform essential
 duties of the position.

 Appointees may be required to possess a valid Public  Water
 Treatment Operator license of the appropriate class depending
 on the permit level of the facility, issued by the New Jersey
 Department of Environmental Protection.

 KNOWLEDGE & ABILITIES

 Knowledge of the problems, procedures, and methods used in
 adjustment, operation, and maintenance of water treatment plant
 equipment and machinery.

 Knowledge of the varied equipment, materials, and supplies
 used in these processes.

 Knowledge of the safety precautions to be observed.

 Knowledge of supervisory techniques.

 Ability to apply technical training.

 Ability to communicate technical knowledge to persons supervised.

 Ability to work along with subordinates in difficult phases of job.

 Ability to follow established procedures, standards, and
 specifications.

 Ability to determine work to be accomplished.

 Ability to issue assignments, and to train and evaluate
 subordinate personnel.

 Ability to safeguard and store needed equipment, materials,
 and supplies.

 Ability to utilize various types of electronic and/or manual
 recording and information systems used by the agency, 
 office, or related units.

 Ability to read, write, speak, understand, and communicate
 in English sufficiently to perform duties of this position.
 American Sign Language or Braille may also be considered
 as acceptable forms of communication.
