Job Specification

HIGHWAY OPERATIONS TECHNICIAN 1

DEFINITION

Under close supervision of a Crew Supervisor in a highway operations 
crew within the Department of Transportation (NJDOT), performs 
unskilled and semiskilled work involving repair and maintenance of the 
State’s highway systems including right of way and all ancillary highway 
structures which may involve a variety of duties requiring physical exertion, 
manipulative ability, the routine use of hand, machine, and power tools; 
performs tasks requiring the operation of power mowers, less complex 
power equipment and single-axle trucks; does related work as required.

NOTE:  Employees at this basic level receive direct, monitored supervision 
and perform routine highway operations work in support of the organization’s 
highway operations functions. The tasks are basic, procedural, and 
uncomplicated for the most part, and most of the work is reviewed on 
completion. These positions utilize standard practices and policies and 
procedures relating to highway operations that require some interpretation 
and application to specific cases.  A supervisor or Highway Operations 
Technician 3 aids and/or specific work instruction on non-routine or 
problem situations and most assignments are broadly based, 
encompassing diverse activities necessary for the repair and maintenance 
of the State’s highway systems including right of way and all ancillary 
highway structures.

NOTE:  The examples of work for this title are for illustrative purposes 
only.  A particular position using this title may not perform all duties listed 
in this job specification.  Conversely, all duties performed on the job may 
not be listed.

EXAMPLES OF WORK

Assists in all phases of work for the repairs of the New Jersey State 
transportation system.

Uses asphaltmaterials and various aggregates for the repair and 
maintenance of varied types of highway pavements and shoulders.

Patches potholes in roadways with asphalt and/or concrete.

Repairs, cleans, and maintains State highway drainage systems (inlets, 
basins, culverts, etc.) and structures of all types.

Mows grass, cuts weeds, cleans brush, maintains vegetation on roadsides 
and slopes, and removes small and large litter debris.

Removes graffiti and repairs vandalism.

Constructs, paints, and maintains guide rails.

Paints, cleans, and maintains various departmental equipment 
(snow plows, push frames, etc.).

Performs basic formwork for concrete repairs.

Assists in signage installation and repair.

Operates and performs routine maintenance on power mowers, weed 
whackers, and other landscaping equipment.

Uses hand-held machine tools, less complex power equipment and 
power tools.

Operates and performs routine maintenance on State vehicles, trucks, 
and other equipment/snow equipment.

Operates and transports small tow behind equipment (e.g. arrow boards, 
compressors, hotboxes, etc.)

Installs and removes snow plows and spreaders.

Assists in the application of pesticides.

Loads and unloads State vehicles.

Performs general housekeeping duties in the yard such as sweeping, 
mopping, cleaning, etc.

Performs snow removal and ice control work at any time of day or 
night as required.

As required, acts as a service attendant by dispersing fuel, oil, and other 
related supplies.

Assists in working with concrete brick and block to construct sidewalks, 
curbs, inlets, manholes, headwalls, gutters, and wing walls.

Performs crack sealing in asphalt.

Uses pneumatic tools including pavement breakers and jackhammers.

Utilizes measurement equipment (tape measurement, wheel, etc.).

Performs basic safety operations.

Maintains essential records.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS

EXPERIENCE

One (1) year experience in work involving repair and maintenance of the 
State’s highway systems including right of way and all ancillary highway 
structures which may involve a variety of duties requiring physical exertion, 
manipulative ability, the routine use of hand, machine, and power tools and 
performing tasks requiring the operation of power mowers; less complex 
power equipment; and single-axle trucks.

LICENSE

Appointees must possess a Commercial Driver's License (CDL) and 
applicable endorsements for the class and type of vehicle being operated. 

NOTE:  The responsibility for ensuring that employees possess the required 
motor vehicle license, commensurate with the class and type of vehicles 
operated, rests with the Appointing Authority.

KNOWLEDGE AND ABILITIES

Knowledge of NJDOT Signage Standards and the Manual on Uniform 
Traffic Control Devices (MUTCD) Standards.

Knowledge of the procedures for making drainage pipe repairs and cleaning 
drainage systems.

Knowledge of the applicable procedures for performing crack sealing and 
patching of potholes in roadways with asphalt. 

Knowledge of the procedures used in concrete repairs and concrete 
construction work.

Knowledge of the applicable procedures for performing basic pesticide 
application.

Knowledge of the proper use and care of hand, machine, and power tools.

Knowledge of standard practices in laboring operations.

Knowledge of safety procedure associated with the operation, repair, 
and maintenance of trucks, State vehicles, and equipment.

Ability to install snow plows and spreaders.

Ability to operate trucks and other equipment/snow equipment.

Ability to assist in the application of pesticides.

Ability to patch potholes in roadways with asphalt and/or concrete.

Ability to assist in using bituminous materials and various aggregates. 

Ability to repair and clean drainage systems such as inlets, basins, 
culverts, etc.

Ability to operate and maintain mowers, weed whackers, landscaping 
equipment, pesticide equipment, etc.

Ability to perform maintenance on State vehicles, mowing vehicles, 
snow plows, push frames, etc.

Ability to set up safety equipment for traffic control.

Ability to assist with traffic sign installation and repair.

Ability to assist with the repair of concrete and concrete construction work.

Ability to assist in repairs of the New Jersey State transportation system.

Ability to respond to emergency situations including snow removal 
and ice control.

Ability to disperse fuel, oil, and other related supplies.

Ability to understand, remember, and carry out oral and written instructions.

Ability to operate and maintain signage equipment.

Ability to assist with constructing, painting and maintaining guide rails.

Ability to perform wide variety of manual tasks such as painting, sweeping, 
mopping, cleaning, removal of litter, maintaining vegetation on roadside, 
etc. usually as a member of a group.

Ability to work in a team environment in providing ideas, information, 
and work effort to accomplish team goals and establish and maintain 
a positive working environment.

Ability to perform heavy manual labor such as loading and unloading 
vehicles and clearing brush and large debris for prolonged periods of 
time under varying temperatures and climatic conditions.

Ability to work at varying heights.

Ability to follow established procedures.

Ability to maintain simple records.

Ability to learn to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office, or 
related units.

Ability to read, write, speak, understand, or communicate in English 
sufficiently to perform the duties of this position.  American Sign Language 
or Braille may also be considered as acceptable forms of communication.
