Job Specification

BUDGET ANALYST TRAINEE  

DEFINITION:

Under supervision of a supervisory official in a state department or agency, as trainee and productive worker, assists in the analysis of budget requests, work programs, and request for special expenditures; does related work as required.

EXAMPLES OF WORK:

Under supervision, as trainee and productive worker:

Assists in studies of budget requests, the preparation of analyses of expenditures and financial requests, and in the development of financial reports and recommendations.

Under supervision, makes field trips to become cognizant of agency problems and assists in making field studies.

Assists in the maintenance of position number adjustment records, the review of personnel action forms, the maintenance of work program controls, and where this applies, in the review of requests for appropriation transfers as required.

Assists in the conduct of special studies or assignments and helps in the preparation of reports containing findings, conclusions, and recommendations.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Four (4) years of professional experience in the maintenance or review of budgetary and fiscal records.

OR

Possession of a bachelor's degree from an accredited college or university.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of modern government budget practices, functions, and responsibilities.

Knowledge of and familiarity with statistical theory and procedures.

Ability to comprehend, analyze, and interpret basic law and regulations in accordance with established procedure.

Ability to learn to use basic information to develop standards to be used in the review and study of budget requests.

Ability, under supervision, to make field investigations and studies of various types.

Ability to learn to prepare statistical and financial data in useable form.

Ability to use basic information to be applied to the review of budgets and budget requests.

Ability to assist in the preparation of estimates of cost, in the allocation of funds to varied salary accounts, and in the review of requests for the transfer of funds.

Ability to assist with department budget hearings.

Ability to assist in the maintenance of budget controls and detailed records of state and federal funds.

Ability to carry out assigned investigations, surveys, and studies.

Ability to prepare clear, sound, accurate, and informative reports and statements on budget matters.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

ADVANCEMENT

Appointees who successfully complete the twelve (12) month training course will be eligible for advancement under Department of Personnel procedure to the title Budget Analyst, 3.

The inability of an employee in this title to attain a level of performance warranting advancement to the title listed above may be considered as cause for separation.
