Job Specification

REAL ESTATE APPRAISER 1  

DEFINITION:

Under the supervision of a higher level Real Estate Appraiser or other supervisory official in a State department, institution, or agency, conducts real estate appraisal work to determine the current market value of State claimed lands, buildings, and other types of real estate for applications for land grants, leases, licenses, and easements for residential, commercial, and other zoned land; conducts on-site inspections and investigations; researches current market value data; interprets surveys, engineering plans, and legal documents; does other related duties as required.

Conducts real estate appraisals.

Gathers and analyzes data to develop appraisals.

Prepares reports of real estate appraisals and appraisal reviews.

Prepares, develops, and reports the findings of market studies.

Addresses and resolves problems during the development of appraisals.

Interprets and applies the regulations and policies of the Uniform Standards of Professional Appraisal Practice and the New Jersey State Board of Real Estate Appraisers.

May assist in providing technical instruction to staff to obtain data and sales information.

Consults property owners, buyers, lenders, and other appropriate parties to obtain data regarding the physical details of lands and buildings, and verifies sales data.

May testify as an expert witness in hearings, meetings, or other actions.

Prepares reports and correspondence.

Maintains records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in appraising real property including eminent domain experience involving severance damages to both residential and income-type properties, including or supplemented by satisfactory completion of at least 128 classroom hours of formal recognized courses in appraising such as the American Institute of Real Estate Appraisers 1A and 1B series (former Institute Courses I and II) or those of other recognized Appraisal Societies such as the Society of Real Estate Appraisers Course 101 and 201 or any combination of formal recognized professional Appraisal Society courses which totals (without course or curriculum duplication) at least 128 classroom hours.

OR:

Possession of a bachelor's degree from an accredited college of university, including or supplemented by the satisfactory completion of at least 128 classroom hours of formal recognized courses in appraising such as the American Institute of Real Estate Appraisers 1A and 1B series (former Institute Courses I and II); or those of other recognized Appraisal Societies such as the Society of Real Estate Appraisers Course 101; and 201 or any combination of formal recognized professional Appraisal Society courses which totals (without course or curriculum duplication) at least 128 classroom hours; and two (2) years of the above-mentioned professional experience.

NOTE: One (1) year of professional experience in the sale or negotiation of real estate may be substituted for one (1) year of the appraisal experience.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE/CERTIFICATION:

Applicants are required to possess a valid State Certified General Real Estate Appraisers (SCGREA) certificate issued by the New Jersey Real Estate Appraiser Board.

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to appraise land values.

Knowledge of the basic legal terminology used in real estate law, including the laws of Eminent Domain.

Knowledge of the methods used to collect and analyze data.

Knowledge of the problems involved in real estate appraisal and negotiations.

Knowledge of the methods used to negotiate in real estate.

Ability to interpret agreements, easements, property descriptions, plans, and contracts.

Ability to interpret laws, rules, and regulations, and apply them to specific situations.

Ability to collect and analyze data.

Ability to review and evaluate appraisals.

Ability to conduct investigations and resolve complaints.

Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the unit.

Ability to prepare reports and correspondence.

Ability to establish and maintain records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
