DEFINITION
Under direction of a director or other supervisory official in the
Department of Transportation, directs, coordinates, and administers
the work of program areas/bureaus or regions, and meets the following
criteria:
* Manages a staff of not less than 6 and not more than 80.
* Manages one or two program areas/bureaus or regions and has
accountability for the operating budget within that area.
Does related work as required.
NOTE: The examples of work for this title are for illustrative

EXAMPLES OF WORK:
Recommends the formulation and revisions of regulations,
methodologies, procedures, and strategies to achieve organization
goals.
Plans, organizes, and manages the work of program areas responsible
for facilitating the safest and most efficient productive systems for
moving people and goods within New Jersey while preserving and
improving the environment.
Plans, organizes, and manages the evaluation of program plans and
short and long term priorities and objectives to determine the degree
of effectiveness and to identify program needs, problems, values, and
achievements.
Ensures consistency within policy administration, the resolution of
conflicts between and among programs, and cooperation between various
programmatic activities; participates as a member of a policy,
planning, and management team for the purpose of developing and
implementing overall division, department, or statewide policies and
programs, particularly where there is a need to integrate
complimentary initiative between various functional areas of the
division, department, or state.
Assesses training needs of the work force to accomplish program
objectives, and targets technical, administrative, and management
training needs on an annual basis.
Acts as principal advisor to the senior level manager; ensures (s)he
is apprised of current activities, programs, and developments, and
makes recommendations concerning matters related to the enhancement
and management of the state's transportation resources in the assigned
division.
Reviews and approves for submission to the senior level manager
budgetary items and/or grant applications for relative programmatic
areas.
Manages work operations and/or functional programs of the division and
has responsibility for employee evaluation, and for effectively
recommending the hiring, firing, promoting, demoting, disciplining,
and/or training of employees.
Prepares and delivers presentations, speeches, and testimonies before
professional, technical, and lay groups to disseminate transportation
or administrative management information; establishes and maintains
cooperative and effective working relationships with same.
Reviews, evaluates, and advises senior management on proposed state
and federal legislation, policies, rules, regulations, and procedures
relating to the work of the assigned division.
Manages external interfaces including processing information, and
negotiating priorities, commitments, and so forth within and outside
the organization.
Administers and interprets applicable federal and state laws.
Directs the preparation of reports and studies containing findings and
recommendations for the review, information, and assistance of the
administrative officer of the organization.
Participates with other senior staff in the development of policy, and
in long or short range planning.
Identifies significant programs or policy issues and directs the
planning of analytical studies and the preparation of reports and
recommendations designed to define program issues; proposes
alternative program strategies and follows up on implementation of
recommendations.
Evaluates program goals, operations, and performance as required, and
develops and implements alternative procedures to improve performance
and meet program objectives.
Identifies policy alternatives and implements the best alternative
derived from research or experience within the organization.
Prepares and directs the preparation of clear, sound, accurate, and
informative statistical, financial, and other related reports
containing findings, conclusions, and recommendations.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.

Knowledge of current management concepts and practices.

Knowledge of pertinent laws of New Jersey, pertinent federal laws and

Knowledge of the executive decision making methodologies utilized to
ensure maximum program operating efficiency.
Ability to plan, direct, and coordinate the work of the assigned
program areas including setting goals, planning and implementing work

state, and local governments as well as professional groups,
societies, and others interested in issues, problems, and topics
relevant to the designated program.

EDUCATION:
Graduation from accredited college or university with a
Bachelor's degree in Civil Engineering.
NOTE: Possession of a valid license as a Professional Planner or
Professional Engineer issued by the New Jersey State Board of
Professional Planners or the New Jersey State Board of Professional
Engineers and Land Surveyors, respectively, may be substituted for the
Bachelor's degree in Civil Engineering.
EXPERIENCE:
Five (5) years of soils engineering experience overseeing a major
phase of highway and structural soils engineering programs, two (2)
years of which shall have been in a supervisory capacity.
NOTE: A Master's degree in Civil Engineering or Public
Administration may be substituted for one (1) year of the indicated
nonsupervisory experience.

EDUCATION:

planning, and development of policy, law, legislation, or regulation;
or in the analysis and development of complex transportation proposals
and strategies; or in the implementation of regulatory and
institutional arrangements, agreements, or relations with
consideration of their impact on federal and state agencies,
authorities, corporations, local entities, and the general public, two
(2) years of which shall have been in a supervisory capacity.

(former Institute Courses I and II) or other recognized Appraisal
Societies, such as the Society of Real Estate Appraiser Course 101 and
201, or, any combination of formal recognized professional Appraisal
Society courses which totals without course or curriculum duplication
at least 128 classroom hours.
NOTE: Applicants who possess the indicated Real Estate Appraisers
Course classroom hours, but who do not possess the Bachelor's degree,

EXPERIENCE:
Five (5) years of experience in technical right of way work in a
major federally aided highway program, two (2) years of which shall

EDUCATION:
Graduation from an accredited college or university with a
Bachelor's degree including or supplemented by twenty-one (21)
semester hour credits in accounting.
NOTE: Applicants who possess the twenty-one (21) semester hour
credits in accounting but do not possess the Bachelor's degree may
substitute additional experience as indicated on a year-for-year basis
with thirty (30) semester hour credits being equal to one (1) year of
experience.
EXPERIENCE:
Five (5) years of experience in the operation or auditing of
large scale accounting systems and/or the devising, installation, and
internal auditing of large scale systems of accounts, two (2) years of
which shall have been in a supervisory capacity.
LICENSE:
Appointees will be required to possess a valid certificate as a
Certified Public Accountant issued by the New Jersey State Board of
Accountancy or a valid certificate as a Certified Internal Auditor
issued by the Institute of Internal Affairs.
