CHIEF OF STAFF

DEFINITION:

Under the direction of the commissioner, county executive, or other administrative official, assists in administering the functions of a department, county, or municipality; does other related duties as required.

EXAMPLES OF WORK:

Assists the commissioner, county executive, or administrative official in exercising executive control and direction over policy development, strategic planning, and research functions which include the development and implementation of master plans, the development of department, county, or municipal policy, and the conduct of comprehensive research.

Assists the commissioner, county executive, or administrative official in exercising executive control and direction over the management of accounting, budgeting, and auditing functions, human resource management, procurement of goods and services, administrative support services, and the development and maintenance of management information systems.

Assists the commissioner, county executive, or administrative official in ensuring the proper coordination of the activities and priorities of the major functional areas of the organization.

Represents the commissioner, county executive, or administrative official in an official capacity as required.

Develops, recommends, and implements, with the commissioner's, county executive's, or administrative official’s approval, solutions to problems related to both internal operations and policies and external liaison with other agencies.

Reviews ongoing management activities within all major units and works closely with managers in resolving problems and making decisions.

Plans, organizes, and directs research studies related to departmental, county, or municipal affairs often of a highly confidential nature.

Performs special functions or directs special projects at the request of the commissioner, county executive, or administrative official.

Prepares correspondence in the course of official duties.

Prepares clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Directs the maintenance of essential and confidential records, reports, and files.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college with a bachelor's degree.

EXPERIENCE:

Six (6) years of managerial experience in public administration.

NOTE: A master's degree in public or business administration or related field may be substituted for one (1) year of experience.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of management theory and practices and the principles and techniques of supervision.

Knowledge of employee performance evaluation procedures.

Knowledge of the procedures involved in the budgeting and expenditure of public funds.

Knowledge of the goals, objectives, and mandates of the agencies within state or local government.

Knowledge of methods of human resource planning.

Knowledge of computer system capacity and performance analysis techniques.

Knowledge of EDP practices and principles.

Ability to convey information in a written format.

Ability to communicate orally.

Ability to coordinate work activities which have an impact on other organizational units.

Ability to identify and resolve problems in the administration or coordination of programs, plans, or projects.

Ability to develop financial projections and analyses.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
