Job Specification

ASSISTANT ASSESSOR

DEFINITION:

Under direction, assists in the establishment of a system of valuations for real 
property; performs other related duties as required.

NOTE: The examples of work for this title are for illustrative purposes only.

EXAMPLES OF WORK:

Assists in determining the valuation of real property.

Inspects old and partly constructed buildings to determine alteration valuations 
and building values.

Measures buildings and computes their areas of content.

Estimates the values of buildings under construction.

Updates assessment maps as required.

Assists with the preparation of information for appeals before county and state 
tax boards.

Supervises the maintenance and balancing of tax books including changes, 
preparation of reports on building permits, and the review of real and personal 
property tax returns.

Assists visitors and gives detailed information relating to assessments.

Prepares and maintains essential records and files.

Will be required to learn how to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, or 
related units.

REQUIREMENTS:

EXPERIENCE:

One (1) year of experience assessing or appraising residential, commercial, 
and/or industrial real property.

LICENSE:

NOTE:  Appointees may be required to possess and maintain valid certification 
as a Certified Tax Assessor (CTA) issued by the New Jersey Department of 
the Treasury, Division of Taxation and Property Administration.  The appointing 
authority is responsible for certification verification.

Appointees will be required to possess a driver’s license valid in New Jersey 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the New Jersey State and municipal laws, rules, regulations, 
policies, and procedures regarding tax assessments.

Knowledge of the accepted methods of property appraisals.

Knowledge of the form and content of building plans.

Ability to analyze and interpret applicable laws and regulations and apply 
them to specific situations.

Ability to  assist with the production of accurate appraisals of real property.

Ability to  assist with the preparation of information for appeals before county 
and state tax boards.

Ability to work collaboratively with groups and individuals.

Ability to take and maintain a firm and correct stand when controversies arise.

Ability to prepare clear, sound, accurate, and informative reports.

Ability to prepare and maintain essential records and files.

Ability to learn how to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office, or related 
units.

Ability to read, write, speak, understand, or communicate in English 
sufficiently to perform the duties of this position.  American Sign 
Language or Braille may also be considered as acceptable forms of 
communication.
