ADMINISTRATOR PSYCHOLOGICAL SERVICES
DEFINITION:
Under direction of the Clinical Director or other supervisory
official in the Department of Human Services, develops and
maintains an ongoing system of clinical supervision, professional
staff growth/development programs, high level professional/performance
standards, and system of peer review and clinical privileging; meets and
maintains quality and Joint Commission for the Accreditation of
Healthcare Organizations (JCAHO) standards; participates in program
planning, development, delivery, and evaluation of psychological services
as may be assigned; performs other related duties as required.

EXAMPLES OF WORK
In collaboration with the Clinical Director, facility executive
management, treatment teams, and other clinical staff, participates
in identifying treatment/rehabilitation program needs of patients based
on clinical and diagnostic assessment, level of functioning assessment,
and other pertinent data.
Participates with Clinical Director and other staff in establishing
objectives, policies, and standards for psychological services in
accord with hospital policies, state/national standards, and professional
licensing and certification standards, and participates in credential
and privilege procedures.
Proposes psychology staffing needs and patterns for program services,
and initiates recruitment/hiring of staff.
Conducts regularly scheduled psychology staff meetings for clinical
program evaluation, coordination, problem identification/resolution,
and for dissemination of information and policy interpretation.
Develops and maintains records and recording systems for
documenting/monitoring psychological services.
Makes recommendations relative to psychology staff promotions,
duties and responsibilities, and time and attendance, provides staff
counseling, and recommends disciplinary action as necessary.
Coordinates psychological services with other disciplines/services
within the hospital and with outside agencies to provide service
linkages and to facilitate transition of patients into community based
programs.
Provides consultation to and works with facility management and
other staff to identify and resolve problems in clinical programming
services, facilitate interdisciplinary services, ensure relevance of
program design to patient needs, maximize utilization of psychology
resources, and ensure efficient use of staff.
Participates in administrative/clinical meetings relevant to planning,
coordinating, and delivery of patient services, and develops/maintains
an ongoing system of clinical supervision.
Functions as representative of the hospital in the community at large
interpreting philosophy/policies, eliciting support to patient needs
and rights, and enhancing public understanding.
Reviews staff training needs to ensure ongoing professional staff
growth and development programs, collaborates with Director of
Staff Education, and provides supervision/assistance to assigned
department heads to ensure that needs are identified and appropriate
programs developed.
Monitors the onsite psychology internship program to ensure that it
complies with standards and quality assurance requirements of the
Department's psychology internship program.
Develops and maintains programs necessary to provide active
treatment for clients in collaboration with other disciplines.
Ensures that psychologists provide leadership and consultation
for treatment planning.
Establishes a system for monitoring and evaluating the quality and
quantity of psychological services delivered to hospital patients.
Establishes a system for clinical supervision which provides continuity
between ward staff supervisors and Discipline Heads.
Participates in selection process of subordinate staff.
Supervises and evaluates the performance of a staff of subordinates.
Supervises the work operations and/or functional programs and has
responsibility for effectively recommending the hiring, firing, promoting,
demoting and/or disciplining of employees.
Gives assignments and instructions to assigned employees.
Will be required to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS
EDUCATION
A Doctor of Philosophy in Psychology (Ph. D) or a Doctor of Psychology
(Psy. D) or a Doctor of Education (Ed.D) from an accredited college or
university with a major course of study in psychology which shall have
included six (6) semester hour credits in each of the following areas:
(1) objective and projective testing, (2) psychotherapeutic techniques
and counseling; (3) personality development and learning theory;
(4) human motivation and psychopathology; and (5) research design
and statistical analysis, supplemented by completion of a one (1) year
supervised clinical internship. (Those who have a Doctor of Education
(Ed. D) degree must provide proof of the credit requirement.)
EXPERIENCE
Five (5) years of experience (including two (2) years of clinical
supervisory and administrative duties), in addition to the clinical
internship, in the field of clinical psychology in a community mental
health center, mental hospital, school for developmentally disabled,
or penal, correctional, or juvenile institution, or other setting involving
use of psychodiagnostics, psychotherapy, protective techniques,
and other clinical methods.
NOTE: Four (4) years of indicated experience shall have been
earned subsequent to receipt of the Doctoral degree.
LICENSE
Appointees must be licensed for professional practice of psychology
by the New Jersey State Board of Psychological Examiners, or
eligible for licensure (license must be obtained within three (3) years
of appointment to the position)
Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position
KNOWLEDGE AND ABILITIES
Knowledge of theories, principles, practices, standards, program
models, and techniques used in provision of psychological services.
Knowledge of current research, literature, and new theories/practices
in psychology.
Knowledge of various programs used to provide treatment to
differing client populations.
Knowledge of problems encountered in giving assignments
and instructions to groups and individuals and supervising the
performance of their work.
Knowledge of effective supervisory techniques.
Ability to read and understand rules/regulations/policies as they
relate to delivery of psychological services.
Ability to read and understand state, federal, and Joint Commission
for the Accreditation of Healthcare Organizations (JCAHO) laws, rules,
regulations, and guidelines governing provision of psychology services
and treatment.
Ability to provide professional supervision to psychology staff.
Ability to further staff development and provide in-service
training opportunities for staff.
Ability to supervise psychology interns assigned to the facility.
Ability to assist in organizing/allocating psychology resources
inclusive of staff/fiscal resources.
Ability to work with facility executive management in the
design, development, and implementation of psychology
specific program services.
Ability to facilitate effective/efficient interdisciplinary interaction
and relationships.
Ability to evaluate performance of psychology staff in provision
of their services.
Ability to establish positive working relationships with the
psychology community and enlist their support for facility initiatives.
Ability to participate in administration/management of clinical
and rehabilitation services.
Ability to evaluate psychological services programs.
Ability to effectively supervise, motivate, and evaluate the
performance of a staff of subordinates assigned to the unit.
Ability to organize and develop appropriate work programs,
schedules and procedures.
Ability to establish and maintain records and files.
Ability to prepare and supervise preparation of clear, sound,
statistical, and technical reports containing findings, conclusions,
and recommendations.
Ability to work effectively with supervisors, associates, subordinates,
heads of other disciplines, and with community persons/groups.
Ability to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
