ADMINISTRATOR PSYCHOLOGICAL SERVICES
DEFINITION:
Under the direction of the Medical Director or other supervisory official, develops and maintains an ongoing system of clinical supervision, professional staff growth/development programs, high level professional/performance standards, and system of peer review and clinical privileging; meets and maintains quality and Joint Commission for the Accreditation of Healthcare Organizations (JCAHO) standards; participates in program planning, development, delivery, and evaluation of psychological services as may be assigned; supervises clinical psychologists and other psychology staff; performs other related duties as required.

EXAMPLES OF WORK:
In collaboration with the Medical Director, facility executive management, treatment teams, and other clinical staff, participates in identifying treatment/rehabilitation program needs of patients based on clinical and diagnostic assessment, level of functioning assessment, and other pertinent data.
Participates with Medical Director and other staff in establishing objectives, policies, and standards for psychological services in accordance with agency/ organization policies, state/national standards, and professional licensing and certification standards, and participates in credential and privilege procedures.
Provides psychotherapy and psychological services including program development and evaluation, suicide, and violence risk assessments, individual and group therapeutic activities and research.
Proposes psychology staffing needs and patterns for program services, and initiates recruitment/hiring of staff.
Conducts regularly scheduled psychology staff meetings for clinical program evaluation, coordination, problem identification/resolution, and for dissemination of information and policy interpretation.
Represents the agency/organizations psychology staff in contacts with other professionals, agencies, and the community, providing oversight of direct high-level services to patients and residents, and participation in overall institutional programming and administration.
Oversees the budget and grant applications that are pertinent to programs of psychological services under the direction of the Medical Director or the Chief Executive Officer.
Develops and maintains records and recording systems for documenting/monitoring psychological services.
Makes recommendations relative to psychology staff promotions, duties and responsibilities, and time and attendance, provides staff counseling, and recommends disciplinary action as necessary.
Coordinates psychological services with other disciplines/services within the agency/ organization and with outside agencies to provide service linkages and to facilitate transition of patients into community-based programs.
Provides consultation to and works with facility management and other staff to identify and resolve problems in clinical programming services, facilitate interdisciplinary services, ensure relevance of program design to patient needs, maximize utilization of psychology resources, and ensure efficient use of staff.
Participates in administrative/clinical meetings relevant to planning, coordinating, and delivery of patient services, and develops/maintains an ongoing system of clinical supervision.
Provides oversight and outcomes for the department’s provision and the administration and instruction of first-rate professional service in the areas of individual and group psychotherapy, behavior modification and therapy, and psychological consultation; promotes evidence-based practices and/or uses current research to inform and/or adapt psychological interventions to best meet patient needs.
Functions as a representative of the agency/ organization in the community at large interpreting philosophy/policies, eliciting support to patient needs and rights, and enhancing public understanding.
Reviews staff training needs to ensure ongoing professional staff growth and development programs, collaborates with Director of Staff Education, and provides supervision/assistance to assigned department heads to ensure that needs are identified, and appropriate programs developed.
Monitors the onsite psychology internship program to ensure that it complies with standards and quality assurance requirements of the department's psychology internship program.
Ensures that the work of psychology staff meets professional and administrative standards and helps prepare staff for inspections by representatives of the administration, regulatory agencies, and accrediting organizations.
Participates in meetings and conferences of the classification committee and in staff and agency policy meetings and discussions, as directed by the Medical Director or the Chief Executive Officer.
Develops and maintains programs necessary to provide active treatment for clients in collaboration with other disciplines.
Ensures that psychologists provide leadership and consultation for treatment planning.
Establishes a system for monitoring and evaluating the quality and quantity of psychological services delivered to patients.
Establishes a system for clinical supervision which provides continuity between ward staff supervisors and Discipline Heads.
Participates in selection process of subordinate staff.
Supervises and evaluates the performance of a staff of subordinates.
Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Gives assignments and instructions to assigned employees.
Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Doctor of Philosophy (Ph.D.) in Psychology, a Doctor of Psychology (Psy.D.) or a Doctor of Education (Ed.D.) in Psychology which should have included at least thirty (30) graduate semester hour credits in a psychology program consisting of six (6) semester hour credits in counseling/psychotherapy and three (3) semester hour credits in each of the following areas: individual intelligence testing, objective and/or projective testing, and abnormal psychology. At least fifteen (15) semester hour credits should be in courses relevant to clinical psychology such as: learning theories, human motivation, personality theories, human growth and development, psychopharmacology, and statistics and research.
EXPERIENCE:
Completion of a one (1) year supervised full-time clinical internship or one (1) year of extensively supervised clinical experience.
AND
Four (4) years of experience in the field of clinical psychology involving the use of psychodiagnostics, psychotherapy, projective techniques, and other clinical methods, one (1) year of which shall have been in a supervisory capacity.
LICENSE:
Appointees will be required to possess New Jersey licensure as a Practicing Psychologist issued by the NJ Board of Psychological Examiners. The appointing authority is responsible for license verification.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the discipline of psychology as demonstrated by the attainment of appropriate educational credentials, approved internship, and professional work experience as specified above.
Knowledge of the theories and approved practices and procedures of modern clinical research and abnormal psychology including familiarity with the problems involved in administering, scoring, analyzing, and interpreting varied psychodiagnostics instruments.
Knowledge of difficulties involved in carrying out courses of individual and group psychotherapy, crisis intervention techniques, and behavior modification approaches.
Knowledge of administrative problems involved in the functioning of a substantial psychology unit having the responsibility for two or more major areas of treatment which may include outpatient and inpatient care.
Knowledge of the rules, regulations, policies, standards, organization, and procedures of the department with reference to the administration of vocational, psychometric, aptitude, and other tests.
Knowledge of the laws and regulations of the New Jersey Board of Psychological Examiners.
Knowledge of the American Psychological Association’s Ethics Code.
Knowledge of effective supervisory methods and techniques.
Ability to demonstrate high quality professional skills in the areas of psychological program development and evaluation, individual and group psychotherapy, behavior modification and therapy, crisis intervention, psychodiagnostics testing, psychological testing, psychological consultation, and research.
Ability to read and understand rules/regulations/policies as they relate to delivery of psychological services.
Ability to read and understand state, federal, and other accrediting agencies’ laws, rules, regulations, and guidelines governing provision of psychology services and treatment.
Ability to apply the laws and regulations of the New Jersey Board of Psychological Examiners.
Ability to apply the American Psychological Association’s Ethics Code.
Ability to provide professional supervision to psychology staff.
Ability to further staff development and provide in-service training opportunities for staff.
Ability to supervise psychology interns assigned to the facility.

Ability to work with facility executive management in the design, development, and implementation of psychology specific program services.
