ASSISTANT HOSPITAL ADMINISTRATOR DEFINITION:
Assists the Hospital Administrator or other executive in either overall management of all hospital functions or by administering, directing, and coordinating activities of two or more hospital departments; does other related duties as required.

EXAMPLES OF WORK:
Participates in development/implementation of both long and short term policies/plans for the health care delivery system, giving special consideration to integration of internal administrative/clinical policies to the standards/requirements of various regulatory/accrediting bodies, and to the impact of internal policies on outside entities such as other area hospitals and the community at large.
Develops, evaluates, and adjusts organizational structures and management systems for the administrative and allied health services managed, and contributes to development of structures/systems for the overall health care delivery system.
Keeps aware of available resources (personnel, space, equipment, and money) and establishes priorities for distributing these resources based on program needs.
Delegates authority to and provides general program direction to subordinate managers in various administrative areas and allied health services.
Ensures that administrative policies/programs are coordinated with and supportive of clinical activities.
Exercises fiscal management responsibility in developing the overall budget, in monitoring expenditures, and in reallocating funds based on shifting program needs.
Assumes a leadership role in developing personnel management policies for the health care system and in dealing with personnel actions which affect key employees or have possible serious repercussions.
Promotes good relations with a variety of groups/individuals including patients, staff, other hospitals, professional societies, unions, and community organizations.
May review and evaluate existing policies, procedures, and work methods by means of periodic and special studies, and helps in the installation of improved work methods/procedures to ensure achievement of program objectives.
Coordinates and integrates functional phase of total hospital program.
Develops standards/methods for measurement of hospital activities.
Interprets and transmits policies to medical staff and personnel, and ensures compliance with policies.
May prepare yearly budget for control of expenditures based on experiences, knowledge of market trends, and other financial considerations.
Meets with department heads to coordinate their activities and formulate program of the hospital.
Determines that care of patients is of highest professional level and meets with standards prescribed by accrediting agencies provided for an administrative management organization including budget and finance, personnel, purchase and supply, building and grounds maintenance, and housekeeping, and integrates these services with clinical phases of patient care.
Meets with department head to solve administrative problems.
Coordinates activities of hospital staff to prevent overlapping or duplication of functions, responsibilities, or supervision.
Cooperates with other health, hospital, and social agencies in an effort to increase hospital services to the community.
Provides for general administrative services including mail, files, stenographic, messenger, transportation, reception, information, and operation of communication systems such as telephone switchboard, intercommunication, and teletype.
Directs the establishment/maintenance of records and files.
Recommends improvement of hospital facilities including construction/renovation of structures and purchase of new equipment based on personal inspection of premises, consideration of hospital policies, and knowledge of community needs/resources.
Interprets hospital and department policies, objectives, and operational procedures to department heads.
Resolves problems with department heads concerning such items as staffing, utilization of hospital facilities, and equipment/supplies.
Meets with members of the community to promote good public relations for the hospital.
Attends meetings of professional/civic/service organizations as a representative of the hospital.
In the absence of the Hospital Administrator, assumes all duties/responsibilities/authority including the planning, directing, and coordinating of all hospital activities to ensure full patient care in accord with accepted medical standards.
Will be required to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office or related unit.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional experience in the management of a medical/direct-care department and its related components in a hospital or other healthcare facility, or in the review, analysis, evaluation, revision and implementation of hospital or health care programs, procedures, practices and policies.
OR
Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.
OR
Possession of a Master's degree from an accredited college or university in Hospital Administration, Health Care Administration, Public Health or Health Services Administration, Health Sciences, Business Administration, or Public Administration; and four (4) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of fundamentals of hospital organization and administration, standards, and regulations of hospitals and laws applicable to hospital operations.
Ability to accept responsibility for hospital activities where inefficiency may result in serious consequences to patients.
Ability to identify problems and make decisions based on experience, judgment, and established facts.
Ability to meet and deal with a variety of people and to relate to them in a manner that will win their confidence and support.
Ability to address large groups of people.
Ability to use judgment involved in formulating policies/regulations, delegating responsibility, systematizing procedures, interpreting policies of appointing authority and/or governing board, and promoting favorable public relations.
Ability to plan and analyze hospital activities and to select personnel.
Ability to analyze and interpret financial reports, government funding requirements/regulations, statistics, and related material.
Ability to prepare reports.
Ability to direct the establishment/maintenance of records and files.
Ability to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
