Job Specification

ASSISTANT HOUSING MANAGER
 
 DEFINITION:

 Assists in the management of a public housing project; does other
 related duties as required.

 NOTE: The examples of work for this title are for illustrative

 all duties performed on the job may not be listed.
 
 EXAMPLES OF WORK:

 Adjusts rentals, rents apartments to incoming tenants, and
 reviews tenants' incomes to ascertain their rental payments.

 Handles socioeconomic problems among tenants.

 Organizes recreational and social activities.

 Supervises the maintenance of buildings and grounds.

 Inspects buildings and grounds for damage or extermination
 problems.

 Supervises and performs work involved in maintaining ledgers,
 journals and other financial accounts.

 Makes referrals of tenants to social agencies.

 Orients new tenants.

 Maintains cooperative relationships with community organizations.

 May assist in preparing budgets.

 Handles tenants' complaints.

 May attend court on eviction proceedings and act as a witness.

 Supervises the collection of rents from tenants.

 Assumes the housing manager's responsibility in his/her 
 absence.

 Supervises the maintenance of records and files.

 Will be required to learn to utilize various types of electronic
 and/or manual recording and information systems used by 
 the agency, office, or related units.

 REQUIREMENTS:

 EXPERIENCE:

 Three (3) years of managerial business experience in the field 
 of real estate or public housing or credit investigation.

 LICENSE:

 Applicants may be required to possess a Public Housing
 Manager Certification (PHMC). 

 Applicants may be required to possess an Occupancy
 Specialist Certification (OSC). 

 Applicants assigned to positions responsible for managing tax 
 credit properties may be required to possess a Tax Credit 
 Specialist Certificate (TCSC). 
 
 Appointees will be required to possess a driver's license
 valid in New Jersey only if the operation of a vehicle, rather
 than employee mobility, is necessary to perform essential 
 duties of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge of methods of managing a public housing project.

 Ability to manage a public housing project.

 Ability to meet with tenants and deal effectively with their
 problems.

 Ability to work harmoniously with tenants, associates, superiors,
 and others.

 Ability to participate in community affairs.

 Ability to give assignments and instructions.

 Ability to prepare clear, sound, accurate, and informative
 reports containing findings, conclusions, and recommendations.

 Ability to supervise the establishment and maintenance of
 tenants' records and files.

 Ability to utilize various types of electronic and/or manual
 recording and information systems used by the agency, 
 office, or related units.

 Ability to read, write, speak, understand, and communicate 
 in English sufficiently to perform the duties of this position.
 American Sign Language or Braille may also be considered 
 as acceptable forms of communication.
