Job Specification

BUDGET OFFICER  

DEFINITION:

Under direction, plans, coordinates and supervises the preparation, analysis, and control of the budget; does related work as required.

EXAMPLES OF WORK:

Obtains and evaluates budget requests.

Determines the amount of money involved in proposed salary changes and relates the salary changes to wage increases by industry.

Drafts the preliminary budget.

Relates operational changes to budgetary requirements.

Assists in establishing budget controls.

Prepares evaluations of pending legislation as it applies to present and projected budget requirements.

Reviews budget practices and carries on research to make the budget a more meaningful document.

Develops financial and program activity reports.

Participates in capital planning and research.

Makes administrative studies.

Develops work standards, measurement techniques, and reporting systems.

Makes comparisons and interpretations of New Jersey's government practices.

Drafts correspondence on budget and research matters.

Gives assignments and instruction to assigned personnel.

Performs a variety of research projects.

Attends meetings and conferences and supplies needed information.

May handle fiscal matters other than budgetary. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience in the development, evaluation, analysis, and revision of budgetary control systems and in budget preparation and presentation, two (2) of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) of which shall have been in a supervisory capacity.

OR

Possession of a master's degree in either Public Administration, Business Administration, Government, Political Science, Economics, Industrial Engineering, or Industrial Management; and four (4) years of the above-mentioned professional experience, two (2) of which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of modern government budgeting problems, concepts, practices, and methods and their application to specific situations, and of statistical and research theory, practices, and procedures.

Ability to organize assigned budget, research, and related work and develop effective work methods.

Ability to develop budget procedures and adequate work programs for the carrying out of such budgets.

Ability to talk with department supervisors on matters concerned with their individual budget needs and requests.

Ability to prepare accurate and informative reports.

Ability to give suitable assignments and instruction to assigned personnel.

Ability to draft correspondence and to establish and maintain records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
