Job Specification

DIRECTOR OF COMMUNITY RELATIONS AND SOCIAL SERVICES 

DEFINITION:

Under direction, is responsible for planning, organizing, developing, 
directing, and setting policy for all Community Relations and Social 
Services Programs which provide educational, vocational, and social 
service programs for the residents of the community; does other related work.

NOTE:  The examples of work for this title are for illustrative purposes only.

EXAMPLES OF WORK:

Plans, organizes, and administers programs in the field of health, 
education, welfare, recreation and employment, including the anti-poverty 
programs for residents of the community.

Directs, plans, and supervises youth employment programs, including job 
opportunities for youth and youth recreational activities.

Administers programs designed to encourage youths to take advantage 
of opportunities offered by community agencies in fields of health, education, 
employment and welfare.

Directs and develops a public relations programs, which includes the 
preparation of informational releases and promotional materials for 
community programs.

Directs programs to stimulate participation by elderly community 
residents, in order to utilize their talent, in fields of health, social 
activities, recreation, education, and hobbies.

Investigates potential sources of local, state and federal assistance to 
elderly residents and recommends the most desirable and necessary
programs.

Acts as a liaison between the Agency, other community groups, and 
other agencies.

Prepares correspondence and maintains records and files.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS:

EDUCATION

Graduation from an accredited college or university with a Masters 
degree in social work, sociology, guidance or counseling.  

EXPERIENCE

Five (5) years of supervisory experience in the field of community 
relations and/or social services.

LICENSE

Appointees will be required to possess a driver's license valid in 
New Jersey only if the operation of a vehicle, rather than employee 
mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the purposes, policies, standards, and procedures 
involved in community relations and social services programs.

Knowledge of the methods and procedures in organizing and supervising 
such programs.

Knowledge of the organization, objectives, and activities of varied types 
of public and private social agencies.

Knowledge of the establishment and maintenance of records and files.

Ability to organize, develop, plan and supervise community relations 
and social service programs.

Ability to develop and execute plan for the utilization of available funds, 
personnel, equipment, material and supplies.

Ability to provide assignments and instructions to staff and supervise 
their work performance.

Ability to establish and maintain cooperative working relationships with 
coworkers and others involved in the work of the unit. 

Ability to prepare reports and correspondence.

Ability to utilize various types of electronic and/or manual recording 
and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English 
sufficiently to perform duties of this position.  American Sign Language 
or Braille may also be considered as acceptable forms of communication.
