Job Specification

 DIRECTOR OF SOCIAL REHABILITATION SERVICES

 DEFINITION

 Under direction in a correctional institution, is responsible for
 the   planning,  development,  and  professional  direction   and
 coordination   of   various   programs   providing   for   inmate
 rehabilitation  and  social  adjustment;  does  related  work  as
 required.

 NOTE: The definition and examples of work for this title are for
 illustrative  purposes only.  A particular  position  using  this
 title   may   not  perform  all  duties  listed   in   this   job
 specification.  Conversely, all duties performed on the  job  may
 not be listed.

 EXAMPLES OF WORK:

 Plans,  organizes, directs, coordinates, supervises, and  reviews
 all  social  service functions pertaining to the  classification,
 casework,   group   work,   work  release   program,   employment
 counseling,  and  job  referrals of  inmates  in  a  correctional
 institution.

 Establishes,  develops, and supervises educational  programs  for
 inmates   including  remedial  education  classes,  high   school
 equivalency   courses   and  examinations,  college   preparatory
 examinations,  and  educational counseling for college  admission
 and financial aid.

 Mobilizes community education services to assist in the expansion
 and revision of existing education programs in the institution.

 Conducts counseling of inmates involving multiproblem cases.

 Reviews   and  prepares  critiques  of  psychodiagnostic  reports
 submitted by staff.

 Prepares applications and written evaluations pertaining  to  the
 rehabilitation program's development and continuation.

 Conducts  continued research as to the effectiveness  of  various
 components of the rehabilitation program.

 Prepares  periodic  reports  pertaining  to  all  phases  of  the
 rehabilitation program's operation.

 Interviews  and  prepares inmates to engage in the  work  release
 program.

 Monitors  and keeps records of inmates on work release  including
 their earnings and their adjustment in the community and to their
 jobs.

 Attends  meetings  and consults with various  community  agencies
 pertaining to the rehabilitation program.

 Conducts  periodic  staff meetings to provide  subordinates  with
 professional training and to inform them of department policy.

 Develops  the  procedure used to evaluate inmates' rehabilitation
 potential.

 Directs programs designed to assist inmates to choose from  among
 suitable   occupations  based  on  the  resultsof   comprehensive
 psychological, social, and vocational evaluations.

 Plans meaningful roles for discharged inmates.

 Develops  and  directs programs designed to provide inmates  with
 self-understanding  of  personal  capacity,  skills,   aptitudes,
 interests,  and  personality functioning to capitalize  on  their
 individual potential for positive and gainful living.

 Aides    inmates   toward   accepting   realistic   methods    of
 self-appraisal.

 Develops  individual  inmate  programs  for  the  attainment   of
 suitable occupational goals.

 Plans  and  directs  the  methods of conducting,  recording,  and
 reporting  of  all  social history and psychological  testing  of
 inmates.

 Will  be required to learn to utilize various types of electronic
 and/or manual recording and computerized information systems used
 by  the agency, office, or related units.

 REQUIREMENTS:

      EDUCATION:

       Graduation from an accredited college or university with  a
 Bachelor's  degree  plus  a  Master's  degree  in  Rehabilitation
 Counseling,  Guidance  and  Counseling,  Psychology,   Sociology,
 Social Work, or Criminology.

       NOTE: Applicants who do not possess the required  Master's
 degree  may substitute two (2) additional years of nonsupervisory
 experience as described below.

 EXPERIENCE:

       Six  (6)  years of experience in work providing  social  or
 psychological  counseling,  evaluation,  and  treatment,  or   in
 providing   specialized   vocational  counseling   to   convicted
 offenders,  three  (3)  years  of which  shall  have  been  in  a
 supervisory or administrative capacity.

      LICENSE:

       Appointees  will be required to possess a driver's  license
 valid  in  New Jersey only if the operation of a vehicle,  rather
 than   employee  mobility, is necessary to perform the  essential
 duties of the  position.

 KNOWLEDGE AND ABILITIES:

 Knowledge   of  theory,  concepts,  and  techniques   of   modern
 sociology,  psychology,  and penology and  their  application  to
 inmates in a penal institution.

 Knowledge  of  the particular individual and social  problems  of
 offenders committed to an institution and of the measures  likely
 to be effective in their alleviation.

 Knowledge  of resources, institutions, agencies, and professional
 diagnostic and treatment facilities for convicted offenders.

 Ability to organize assigned work.

 Ability to analyze problems and develop appropriate work methods.

 Ability  to develop new programs and approaches and to  supervise
 their implementation.

 Ability to give appropriate assignments and instructions.

 Ability  to  supervise  the work performance  of   technical  and
 nonmedical professional staff.

 Ability to review, interpret, and disseminate information derived
 from professional and other sources.

 Ability to plan, participate in, and supervise training programs.

 Ability   to  conduct  research,  analyze  date,  and   interpret
 statistical information.

 Ability  to  speak before lay and professional groups  concerning
 institution programs and objectives.

 Ability  to work harmoniously with superior officers, associates,
 and  subordinate  staff  and  those  persons  interested  in   or
 concerned  with the evaluation of training plans and/or  research
 programs of the agency.

 Ability  to  prepare  and  supervise the  preparation  of  clear,
 technically   sound,   accurate,  and  informative   statistical,
 financial, and evaluative and other reports containing  findings,
 conclusions, and recommendations.

 Ability  to  supervise  the  establishment  and  maintenance   of
 essential records and files.

 Ability  to  learn to utilize various types of electronic  and/or
 manual  recording  and information systems used  by  the  agency,
 office, or related units.

 Ability  to  read,  write, speak, understand, or  communicate  in
 English  sufficiently  to perform the duties  of  this  position.
 American   Sign  Language or Braille may also  be  considered  as
 acceptable forms of  communication.
