HOUSING COORDINATOR DEFINITION:
Under direction, plans, supervises, organizes, coordinates, and directs all activities and performs work involved in eliminating blight and restoring and/or eliminating subnormal housing accommodations; does other related duties as required.

EXAMPLES OF WORK:
Acts as liaison with municipal departments, boards, and commissioners in the pursuit of coordinating activities to eliminate blight.
Supervises the inspection of blight areas.
Makes recommendations for demolition of buildings unfit for human habitation.
Develops and executes a public relations program to stimulate citizen cooperation and participation in civic matters.
Trains, guides, and supervises and gives work assignments to staff, and reviews their work performance.
Organizes changing systems of operation to fit recurring needs.
Carries out adopted policies for dealing with the elimination of blight, and is responsible for enforcing codes and ordinances related to the work.
Is instrumental in the prosecution of ordinance violators.
Conducts and supervises informal hearings with property owners found to be in violation of existing ordinances.
Prepares reports.
Establishes and maintains records and files.
Studies local/state/federal housing requirements as they relate to changing needs of the community.
Studies and submits plans for eradication of blighted areas in accord with federal and/or other government requirements.
Designs administrative regulations and standards of a central housing code enforcement agency and repository of all housing problems involving investigative, administrative, clerical, fiscal, and legal matters.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional experience in the management of real estate and/or public housing projects, in large scale real estate development, in community redevelopment and/or urban renewal programs or projects, in urban planning, and/or in a housing code enforcement or housing improvement program.
OR
Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of methods involved in eliminating subnormal housing accommodations and of federal housing laws and requirements.
Knowledge of the philosophy, objectives, methods, procedures, and policies of a municipal housing code compliance program.
Knowledge of federal and other laws, rules, and regulations dealing with housing rehabilitation activities.
Knowledge of inspection methods involved in preventing and eliminating blight and/or substandard housing accommodations.
Knowledge of problems and conditions encountered in blighted and substandard neighborhoods.
Ability to administer a housing code enforcement program.
Ability to supervise and coordinate work involved in eliminating blight and restoring and/or eliminating subnormal housing accommodations.
Ability to meet with people and deal effectively with their housing problems.
Ability to give assignments and instructions to subordinates.
Ability to analyze housing problems.
Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.
Ability to supervise the establishment and maintenance of records and files.
Ability to comprehend and interpret housing codes, rules, and regulations.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
