Job Specification

WETLANDS SPECIALIST MOSQUITO EXTERMINATION

DEFINITION:

Under direction, performs office and fieldwork involved in the design, 
construction, and maintenance of mosquito control structures and/or 
systems; coordinates wetland activities; performs other related duties 
as required.

NOTE:  The examples of work for this title are for illustrative purposes only. 
A particular position using this title may not perform all duties listed in this job 
specification. Conversely, all duties performed on the job may not be listed.

EXAMPLES OF WORK:

Coordinates all wetland activities for mosquito control including planning layout, 
construction, and maintenance of ditches, streams, ponds, and stormwater 
facilities in compliance with appliable permits and regulations, following best 
management practices.

May oversee the installation, construction, and maintenance of spillways, 
dike, and levees.

May assist in developing more effective mosquito control programs through 
field investigation including inspection and mapping of mosquito breeding 
areas on wetlands.

Obtains right-of-entry agreements from property owners.

May write projected proposals for work to be done on federal and/or state 
property.

May use Global Position System (GPS) units or Geographical Information 
Systems (GIS) software.

Gives assignments and instructions to personnel.

Prepares and maintains essential records and files.

Will be required to learn how to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college or university with a bachelor’s 
degree in one of the biological sciences or other interdisciplinary field 
such as Environmental Science, Environmental Studies, Natural 
Resource Management, Entomology, Marine Science, or Geology 
with at least twenty-one (21) semester hour credits in biology or one 
of the biological sciences, supplemented by three (3) semester hour 
credits in land surveying, hydraulic engineering, irrigation engineering, 
or geographic information systems (GIS).

NOTE:  Appointees may be required to possess a valid certificate as a 
Commercial Pesticide Applicator or Pesticide Operator issued by the 
New Jersey Department of Environmental Protection. The responsibility 
of certification verification rests with the appointing authority.

LICENSE:

Appointees will be required to possess a driver’s license valid in New Jersey 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of problems involved in the design, construction, and maintenance 
of ditches, streams, stormwater facilities, impoundments, ponds, and other 
potential larval mosquito habitats.

Knowledge of the principles, procedures, and methods of biological science.

Ability to read and interpret wetland, soil, and threatened and endangered 
species habitat maps.

Ability to read and interpret State and federal rules and regulations applicable 
to wetlands activities.

Ability to conduct field inspections of mosquito habitats and assess potential 
wetland activities.

Ability to recognize and coordinate mosquito control work.

Ability to identify wetland plants.

Ability to give assignments and instructions to employees.

Ability to prepare clear, accurate, and informative reports engaged in 
implementing water management projects for mosquito control.

Ability to learn how to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office, or related 
units.

Ability to read, write, speak, understand, and communicate in English 
sufficiently to perform duties of this position. American Sign Language 
or Braille may also be considered as acceptable forms of communication.
