Job Specification

 SUPERINTENDENT PARKS AND FORESTRY 1

 DEFINITION:

 Under direction of a Regional Superintendent, Parks and Forestry 
 or other supervisory official in the Department of Environmental
 Protection, directs the administration, operation, safety,
 maintenance, and development of a Class 4 park, forest, recreation
 area or a state marina; may be assigned to the Division Central Office
 or a Class 1 or 2 park for management support; when assigned to the
 Regional Office, assists the Regional Superintendent in the overall
 operation, maintenance and protection of the state forests, parks,
 natural and recreational areas, marinas and historic sites assigned to
 the region; does other related duties.

 EXAMPLES OF WORK:

 Manages a Class 4 park, forest, recreation, or marina area; implements
 and directs operational and maintenance procedures and standards to
 protect the assigned natural resources and provide safe, clean
 recreational opportunities to the visiting public.

 Directs the assignment and scheduling of personnel to provide for
 visitor services as established by the State Park Service.

 Provides guidance and instruction to staff; supervises and evaluates
 performance.

 Supervises the utilization and protection of natural resources of a
 forest, park, recreation area and/or marina; provides recommendations
 to meet present and future public recreational needs.

 Oversees maintenance and construction programs in conjunction with
 supervisory maintenance personnel.

 Oversees operational and visitor services programs with supervisory
 Ranger personnel.

 Supervises public recreation or marina facilities and activities
 including camping, bathing, picnicking, berthing and launching ramp
 operation.

 Evaluates public use and activities; identifies illegal activities,
 and takes corrective action.

 Provides recommendations for visitor use and services, fees and 
 other operational areas.

 Oversees leases, permits and other agreements for compliance;
 recommends changes or revisions as required.

 Develops natural and historic interpretive programs for the
 development and awareness of the park or marina visitor.

 Supervises the preparation of records, reports, inventories, and other
 related data.

 Initiates and promotes public relations and outreach programs to
 stimulate interest and awareness of the programs, facilities, and
 activities of the State Park Service.

 Supervises responses to emergency situations including security
 alarms, deaths, natural disasters, snow removal, lost persons, sinking
 vessels, and system breakdowns; establishes and periodically tests
 emergency procedure.

 Monitors expenditures and related fiscal matters.

 Supervises the area safety and security programs, establishes
 guidelines and compliance verification for inspections, inventories,
 alarm systems, radio program, lock systems, and key assignments.

 Participates in meetings, conferences, and seminars concerning State
 Park Service programs.

 Participates in the preparation of the annual budget for the assigned
 area.

 Establishes liaison and cooperative working relationships with citizen
 and government organizations, federal, state, and local government
 officials, and legislators on behalf of the State Park Service.

 Provides assistance to the Forest Fire Service to control and
 extinguish forest fires on property within or threatening assigned
 area; works with State Forestry Services personnel to coordinate
 forest management practices and pre-suppression fire activities in the
 assigned area.

 Assigns and coordinates temporary vessel berthing and related use 
 of marina facility.

 Conducts investigations and reports findings.

 Evaluates reports on proposed land acquisitions.

 Provides recommendations for capital improvement and maintenance
 projects

 Plans, organizes, and assigns work of the organizational unit and
 evaluates employee performance and conduct, enabling the effective
 recommendation of the hiring, firing, promoting, and disciplining of
 subordinates.

 Prepares correspondence.

 Establishes and maintains records and files.

 Will be required to learn and utilize various types of electronic
 and/or manual recording and information systems used by the 
 agency, office or related units.

 REQUIREMENTS:

 EDUCATION:

 Graduation from an accredited college or university with a
 Bachelor's degree in Forestry, Landscape Architecture, Park Planning,
 Park Management, Park Administration, Parks and Recreation, or Natural
 Resources Management Cultural Resource Management, Environmental
 Studies, Wildlife Management, Biological Sciences or Ecology

			OR
 Graduation from an accredited college or university with a Bachelor’s 
 degree in Environmental Policy, American History, Education, Public 
 Administration including or supplemented by twenty-one (21) semester 
 credit hours in any combination of wildlife management, research 
 methods, natural resources management or parks and recreation 
 management.

 EXPERIENCE:

 One (1) year of experience in the operation or implementation of a park, 
 recreation, forestry, and/or other closely related natural resources 
 management program, or the administration, operation and maintenance 
 of a marina, or in the general supervision, administration, and operation 
 of publicly and/or privately owned lands and facilities managed for 
 recreational and conservational use.

 LICENSE:

 Appointees will be required to possess a driver's license valid in 
 New Jersey only if the operation of a vehicle, rather than employee
 mobility, is necessary to perform essential duties of the position.

 Appointees may be required to obtain a Motorboat Operator's License.

 KNOWLEDGE AND ABILITIES:

 Knowledge of the methods used to manage outdoor natural and
 recreational areas.

 Knowledge of the methods used to plan, organize, and supervise outdoor
 recreational activities.

 Knowledge of marina and boat launching facility procedures and the
 methods used to operate a marina.

 Knowledge the principles of natural resource conservation.

 Knowledge of the natural resources of a park or forest including
 knowledge of common trees, plants, and animals.

 Ability to oversee operational and visitor services activities.

 Ability to recognize, prevent, and control public hazards in
 recreational areas and facilities.

 Ability to assign and review work schedules for subordinates.

 Ability to develop natural and historic interpretation programs.

 Ability to respond under stress and emergency situations, and
 coordinate response activities.

 Ability to interpret laws, rules and regulations and apply them to
 specific situations.

 Ability to establish and maintain cooperative working relationships
 with those interested or involved in the work of the State Park
 service.

 Ability to manage the operations and staff of a public recreation area
 or facility and protest its natural resources.

 Ability to oversee compliance with leases, permits and other
 agreements.

 Ability to conduct investigations.

 Ability to prepare and deliver presentations.

 Ability to provide guidance and instruction to staff and evaluate
 performance.

 Ability to prepare or supervise the preparation of reports and
 correspondence.

 Ability to establish and maintain records and files.

 Ability to utilize various types of electronic and/or manual recording
 and information systems used by the agency, office, or related units.

 Ability to read, write, speak, understand, and communicate in English
 sufficiently to perform duties of this position. American Sign
 Language or Braille may also be considered as acceptable forms of
 communication.
