Job Specification

PRINCIPAL PERSONNEL TECHNICIAN  

DEFINITION:

Under direction, performs highly responsible technical duties in all phases of personnel work, conducts investigations of procedures, complaints, grievances, and other personnel matters, and may supervise other personnel technicians; does related work as required.

06282- Bilingual in Spanish and English. SPECIAL SKILL Applicants must be able to read, write, speak, understand, or communicate in Spanish and English sufficiently to perform the duties of this position.

EXAMPLES OF WORK:

Performs highly responsible field investigations of procedures, complaints, grievances, and other personnel matters.

Interviews employees and applicants for positions.

Conducts exit interviews.

Carries out confidential investigations.

Assists in administering the employee performance rating program.

Assists in the development and carrying out of training programs and methods.

Prepares reports and correspondence in connection with personnel work.

Processes Civil Service Commission action forms.

Processes social security applications.

Acts as social security liaison and prepares social security quarterly and supplementary reports of contribution.

Assists employees in pension procedures.

Contacts the Civil Service Commission for discussion of mutual problems.

Prepares job specifications.

Interprets Civil Service Commission rules and regulations affecting employees.

Processes Civil Service Commission position certifications.

Conducts desk audits and other reviews of existing positions and groups of positions to determine the scope and character of duties and responsibilities and existing organization relationships.

Gives appropriate assignments and instructions to technical and clerical employees.

Maintains records and files.

Prepares and reviews organization charts.

Ascertains and records duties, responsibilities, and organization relationships in reference to proposed changes in the structure of units within the agency or jurisdiction.

Collects, analyzes, and tabulates payroll data.

Prepares and/or revises salary plans.

Represents supervisor in conducting departmental hearings as may be required.

May recommend the hiring, firing, promotion and disciplining of employees.

May coordinate activities of personnel unit or other personnel technicians.

May provide instruction and assign tasks to other personnel technicians.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of technical experience in personnel work position which shall have included classification, compensation, employee benefits, administration, testing, interviewing, and/or related functions.

OR

Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned experience.

OR

Possession of a master's degree in Personnel Administration, Applied Psychology, or other related field from an accredited college or university; and two (2) years of the above-mentioned experience.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES: Knowledge of the fundamental principles of position classification and their application to specific situations.

Knowledge of the laws of New Jersey and the regulations of the Civil Service Commission relating to the varied types of personnel actions and of social security regulations and procedures after a period of training.

Ability to organize assigned technical tasks and interpret basic law and regulations

Ability to communicate effectively both orally and in writing with employees and public officials.

Ability to prepare detailed correspondence.

Ability to prepare clear, sound, accurate, and informative statistical and other reports on personnel transactions and problems containing findings, conclusions, and recommendations.

Ability to maintain essential records and files.

Ability to provide assignments and instructions to lower level employees.

Ability to supervise and evaluate the performance of lower level employees.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
