SAFETY INSPECTOR
(ALL JURISDICTIONS)
DEFINITION:
Under direction does the field and office work involved in the
inspection within a designated area to enforce and insure compliance
with public safety and health regulations as required by various safety
statutes; inspects work areas to eliminate hazardous conditions and to
insure that employees are adhering to safety regulations; does related
work as required.
EXAMPLES OF WORK:
Based upon general guidelines established by the Office of Safety
Compliance, arranges schedule of general inspection and follow-up
inspection activity, continuously revising the schedule of inspection
activity as made necessary by assignment to investigate imminent
hazards and special emphasis projects.
Investigates and inspects the structural conditions of buildings,
construction sites, equipment and operating conditions as it
relates to the High Voltage Proximity Act with emphasis on high
voltage exposures to the public and the disruption of power to the
public served.
Promptly enforces compliance with public safety and health
regulations by issuing handwritten "order to cease violations" when
inspections and investigation reveals violations. Cites specific
regulations and laws violated and describes the nature of the violation
in detail. Fixes a reasonable time for abatement based upon the
seriousness of the hazard, the work required to correct the condition
and the time required to obtain and install needed material or
equipment and includes time permitted for abatement of the "order".
Makes follow-up inspections to determine compliance with orders
issued. If violations are not abated, recommends extension of time
for compliance or prosecution to enforce the order based upon the
facts in each situation.
Recommends whether or not and how much of a monetary penalty
should be imposed for each violation, giving due consideration to
the size of the business, the gravity of the violation, the good faith of
the employer or owner or other person responsible and the history of
the previous violations.
Recommends issuance of an imminent hazard order prohibiting
further employment or operation, if inspection and investigation
reveals violations which could reasonably be expected to cause
death or serious physical harm immediately or before such imminent
hazard could be eliminated through usual enforcement procedures.
When fires, accidents, injuries or fatalities occur, makes investigations
of the circumstances of the accident and the means taken to comply
with the provisions of the law.
Measures distances, prepares sketches and uses sound level meters,
Megger, explosives meters, and other scientific and engineering
equipment and instruments to assist in determining compliance with
regulations.
Appears as a witness in all enforcement actions, such as show cause
hearings, administrative hearings, settlement conferences, court
actions, and investigates discrimination complaints.
In the course of enforcement activity, instructs the public, employers,
employees and their representatives, in the requirements of public
safety and health regulations, first aid, and accident prevention.
Checks sanitary conditions of facilities used by the public and
employees.
Visits local fire, health, buildings inspector, and welfare offices in
order to secure their cooperation with the plans, programs, and
policies of the Department.
Prepares clear, sound, accurate, and informative written reports of
general inspections, follow-up inspections, complaint investigations
and accident investigations, including when required, statement of
violations of the law, and containing findings, conclusions, and
recommendations for the elimination of hazardous conditions and
practices.
Documents essential records and files as outlined in the various
laws and regulations.
Makes daily written and telephone reports of activities.
Maintains such records at home as are necessary to enable proper
scheduling of inspection activities.
Reads and applies public safety and health statutes and regulations
and receives reinforcement training as each new regulation is
promulgated in order to keep current in the area.
May be required to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EXPERIENCE:
Four (4) years of experience in the construction, repair, or inspection
of buildings and/or mechanical equipment in the industrial, mercantile,
manufacturing, or recreational industry.
NOTE: Applicants who do not possess the required experience
may substitute college credits on the basis of (30) semester hours
for each year of experience up to a maximum of two (2) years. The
semester hours will be limited to: mathematics, sciences, engineering
subjects, and/or statistics.
LICENSE:
Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the methods useful in testing fire alarm and signal
system, elevators, hoists, machinery safeguards, buildings, construction
sites, and businesses for safety and compliance with law.
Knowledge of elementary safety and industrial concepts, terminology,
tools, devices, and procedures.
Knowledge of the present day business and industrial activities in
New Jersey and of the public and worker health and safety hazards.
Knowledge of and familiarity with the firefighting equipment
required by laws of New Jersey and their proper installation,
servicing, and operation.
Knowledge of the procedures likely to be most effective in the
inspection of places covered by the various safety statutes.
Knowledge in the laws of New Jersey pertaining to the operation
of establishments in accordance with the various state safety
statutes.
Ability to interpret the laws of New Jersey pertaining to the
protection of the health and safety of the public.
Ability to make inspections and investigations.
Ability to make simple mathematical calculations.
Ability to organize assigned field safety inspection work and
develop effective work methods.
Ability to enforce the rules and regulations and establish
rapport with those subject to these rules and regulations.
Ability to conduct the required extensive field visits, inspections
and tests.
Ability to take and maintain a firm stand when differences of
opinion and interpretation arise.
Ability to read and interpret blueprints.
Ability to recognize actual and potentially dangerous conditions
hazardous to the health and safety of the public.
Ability to make special investigations as may be required.
Ability to prepare clear, sound, accurate and informative written
reports containing findings, conclusions and recommendations.
Ability to maintain the essential records and files.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
