GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST 2
DEFINITION:
Under direction of a Geographic Information System (GIS) Specialist 1 or other supervisory official, designs, develops, coordinates, and conducts computerized geographic information system work relating to the geographic analysis of environmental parameters and/or other factors, image processing, interpretation and application of remote sensing data, and mathematical cartography research; coordinates and conducts the operation and maintenance of computer hardware and software associated with the Geographic Information System; does other related duties.

EXAMPLES OF WORK:
Conducts and/or coordinates study, design, data acquisition, data reformatting, and application of the GIS and image processing software (that is, supervised classifications, feature enhancement, area calculation) for application specific to agency projects, activities, and issues.
Performs and/or coordinates integrated satellite acquired data with the GIS for analysis of spatial distribution present in the environment and display results as computer-generated maps and/or photographic images.
Coordinates and/or conducts training sessions for specialized software use.
Coordinates activities of data acquisition and design coding conventions to ensure compatibility with geographic files; coordinates and when necessary instructs system users for specific activities in data entry and editing procedures and in the creation of SAS and other equivalent statistical packages programs to perform complex statistical routines and to generate reports which may then be input to GIS software.
Based on user requirements, performs and/or coordinates the design, development, and maintenance of statistical programs to perform complex statistical routines and to generate reports which may then be input to GIS software.
Writes, tests, fully documents, and maintains application programs in Fortran, Basic, and other appropriate computer languages.
Operates and/or coordinates the operation of the GIS and all associated hardware and software to ensure proper display of results of computer analysis (which cannot be economically prepared with conventional cartography) by coordinating the application of cartographic principles in the production of finished maps.
Develops, conducts, and/or coordinates GIS activities utilizing geographic analysis (which cannot be economically prepared with conventional cartography) by coordinating the application of cartographic principles in the production of finished maps.
Develops, conducts, and/or coordinates GIS activities utilizing geographic analysis of the spatial distribution of traffic generations or environmental contaminants which may affect the public or public health, respectively.
Uses and instructs department staff and other agencies on the use of image processing packages and other software on color graphics digital computer system to interpret remote sensing data from satellites to solve problems in specific program areas.
Coordinates digitizing activities to meet needs of all using agencies or units and/or coordinates geographic data digitizing and conventional data captured for specific assignments.
Coordinates GIS hardware availability, staff schedules, and contractor time to ensure work goals and deadlines are met.
Coordinates activities for the department with private vendors performing data formatting tasks.
Interacts with scientists and/or engineers in various units or agencies regarding the procurement, preparation, and/or editing of machine-readable data.
Acts as technical advisor to department staff and other agencies on questions or problems which may arise in reference to statistical mapping.
Assists and/or conducts data file management including editing, merging, deletions, and additions.
Conducts and/or coordinates GIS activities and mathematical analysis of computer color video-graphics to ensure correct and effective use of color in production of maps and graphs.
Coordinates the operation of a color graphics display computer as it is simultaneously linked to time-sharing computers to produce maps and remote sensing images.
Coordinates and/or performs the design of layout and features on map, graph, and chart output products from the GIS.
Takes the lead over work operations and/or functional programs.
Coordinates and/or oversees data base design, development, and organization for automation and analysis for assignments relating to the GIS.
Conducts, coordinates, and/or oversees research on modeling, computer graphic, and mathematical mapping techniques made possible by the GIS, and relates these directly to information needs of using agencies.
Identifies and defines GIS products to be generated for each application.
Implements and tests new techniques of mathematical and statistical cartography.
Coordinates the maintenance of highly specialized computer graphic and image processing hardware/software/communications system including emergency repairs to hardware when necessary.
Prepares and/or coordinates the preparation of technical reports and correspondence in the course of official duties.
Will be required to learn to utilize various types of electronic and/or manual recording information systems used by the agency, office, or related units.
REQUIREMENTS
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience with geographic information systems, including computer graphics and computer hardware digitizing procedures.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Geography or Environmental Science including or supplemented by the additional credits indicated below; and two (2) years of the above-mentioned professional experience.
OR
A specific bachelor's degree in Geography, Environmental Science or related field with twelve (12) semester hours in computer mapping/GIS which shall have included spatial programming and digital image processing; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of cartography including mathematics of scale and projection transformation.
Knowledge of geography and its applications to geographic information systems.
Knowledge of manual map, chart, and graph preparation including graphic display layout and design and various techniques such as scribing, inking, leroy lettering, and peel coat.
Knowledge of computerized data entry and formatting, data base management, and data base utilization.
Knowledge of and ability to use computer operating systems including logon, logoff, system editor, moving between directories, listing directory contents, copying and deleting files, and listing printouts.
Knowledge of specialized computer graphics hardware such as various plotters, vector scan terminals, raster graphics displays, microcomputers, and their advantages and disadvantages for production of specific map types.
Knowledge of geographic and statistical data output methodologies and ability to interpret, explain, and apply data output.
Knowledge of all phases of computer map preparation including digitization, data transmission, data reformatting, and map production.
Knowledge of capabilities, programming techniques and intricacies of general purpose computerized systems and peripheral equipment.
Ability to use statistical computer packages such as SAS or Minitabs and familiarity with multivariate statistical methods.
Ability to learn to program in various computer languages utilized by the agency.
Ability to use graphic reproduction methods, including slide preparation, diazo processing, PMT camera, photographic enlargement and reduction, computergraphic lettering, and film developing techniques, and their advantages and disadvantages.
Ability to work with computer mapping and graphics software packages analogous to the agency GIS.
Ability to develop effective work methods, take the lead over other employees, and coordinate all phases of a specific assignment.
Ability to learn to program in the various languages utilized by the agency.
Ability to assess specific data needs of various department units and to direct the implementation of computer mapping and geographic analysis capabilities.
Ability to operate various department utilized GIS and database software while conducting complex geographic research.
Ability to trouble shoot critical problems under guidance from vendors of highly specialized computer graphic hardware/software systems.
Ability to transfer data from one operating system to another.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
