Job Specification

SUPERVISING PRINCIPAL PERSONNEL TECHNICIAN  

DEFINITION:

Under direction, supervises professional, technical and clerical employees performing highly responsible technical duties in varied personnel work; conducts investigations of procedures, complaints, grievances and other personnel matters; does other related work.

EXAMPLES OF WORK:

Supervises professional and clerical employees in performing highly responsible field investigations of employee complaints, grievances, and other personnel matters.

Supervises the maintenance of an employee records system.

Prepares reports and correspondence.

Interprets rules and regulations affecting employees.

Supervises the processing of personnel position certifications, eligible listings, and other personnel action forms.

Conducts desk audits, may review existing positions and groups of positions to determine the scope and character of duties and responsibilities, and existing organization relationships.

Provides assignments and instructions to clerical and technical employees and supervises the performance of their work.

May conduct salary studies.

Reviews tentative drafts of job specifications for accuracy and completeness.

Prepares reports, containing findings, conclusions and recommendations.

Supervises the technical and clerical activities involved in processing various personnel transactions.

Reviews and corrects salary ordinances and resolutions prepared by the local appointing authority or governing body.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of technical experience in personnel work including position classification, compensation, employee benefits, administration, testing, interviewing, and/or related functions, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned experience, two (2) of which shall have been in a supervisory capacity.

OR

Possession of a master's degree in Personnel Administration, Applied Psychology, or other related field from an accredited college or university; and three (3) years of the above-mentioned experience, two (2) of which shall have been in a supervisory capacity.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of supervisory techniques.

Knowledge of public personnel methods and techniques.

Knowledge of the principles of position classification.

Knowledge of the techniques used to conduct audits and surveys.

Ability to read and interpret New Jersey Department of Personnel regulations and apply them to specific situations.

Ability to conduct audits and surveys.

Ability to prepare reports and correspondence.

Ability to identify appropriate position classifications.

Ability to maintain records and files.

Ability to provide assignments and instructions to assigned employees, and supervise their performance.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
