Job Specification

 SUPERVISING ROAD INSPECTOR

 DEFINITION

 Under direction, supervises and performs the work involved in
 investigating and inspecting the construction, reconstruction,
 maintenance and repair of roads to ensure compliance with 
 plans and specifications; does related work as required.

 NOTE: The  examples of work for this title are for illustrative
 purposes  only.  A particular position using this title  may  not

 all duties performed on the job may not be listed.

 EXAMPLES OF WORK:

 Makes visits to developers to secure development agreements  
 and performance bond to guarantee performance of work.

 Plans and supervises the layout of drainage projects.

 Makes visits to secure execution of drainage easements and  
 to secure agreements pertinent to stream clearance.

 Makes visits to property owners pertinent to sale of property for
 realignment and widening of roads.

 Prepares reports, keeps needed records.

 Supervises and is responsible for ensuring that specifications 
 For earthwork, cuts, fills, slopes, ditches, rock excavation, storm
 sewers, catch basins, manholes, concrete head walls, concrete
 curbs, fine grading, construction of concrete, bituminous
 macadam, gravel and bituminous concrete pavements, spreading 
 and rolling of stone, shoulders and guard rails and the erection and
 placement of signs are complied with and that only permissible
 variations within allowable tolerance occur.

 Takes  samples of materials needed in the laboratory to determine
 the  size, weight and grading of stone and sand used in  concrete
 work for pavements, and samples of other materials as required.

 Supervises the maintenance of essential records and files, 
 conducts field investigations in the case of curb openings.

 Supervises the plowing and removal of snow from county roads  
 and installations.

 Prepares daily reports indicating the status of the work 
 in relation to plans and specifications.

 Discusses various public works projects with municipal officials.

 Holds periodic meetings with staff to determine how their work is
 progressing and the difficulties they may encounter.

 Will be required to learn to utilize various types of electronic and/or  
 manual recording and information systems used by the agency, 
 office, or related units.

 REQUIREMENTS:

 EXPERIENCE:

 Five (5) years of experience in work involving the construction, 
 maintenance and repair of roads, which shall have included the 
 reading of plans and specifications. 

 LICENSE:

 Appointees will be required to possess a driver's license valid 
 in New Jersey only if the operation of a vehicle, rather than
 employee mobility, is necessary to perform essential duties
 of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge of the methods, materials and equipment used in
 the construction, reconstruction and maintenance of county
 and municipal highways and bridges.

 Knowledge of the problems encountered in obtaining compliance
 with plans and specifications and the methods used in the reading
 and interpreting of plans and specifications.

 Knowledge of procedures for taking samples to be used in
 laboratory tests.

 Knowledge of the placing of signs determined by reading
 time required and other considerations.

 Ability to analyze varied types of problems relating to the
 construction, inspection, maintenance and repair of roads.

 Ability to organize assigned work and develop effective work
 methods.

 Ability to give suitable assignments and instructions to
 subordinates, provide them with needed advice and 
 assistance when difficult and unusual problems arise 
 and review their work to see that  proper procedures are 
 followed and that desired  objectives are achieved.

 Ability to work harmoniously with associates and with other
 groups and individuals engaged in or concerned with  the
 construction, inspection, maintenance and repair of roads.

 Ability to prepare clear and concise reports.

 Ability to maintain essential records and files.  

 Ability to utilize various types of electronic and/or manual
 recording and information systems used by the agency, 
 office, or related units.

 Ability to read, write, speak, understand, and communicate
 in English sufficiently to perform duties of this position.
 American Sign Language or Braille may also be considered  
 as acceptable forms of  communication.
