Job Specification

MANAGEMENT INFORMATION SYSTEMS SPECIALIST  

DEFINITION:

Under direction, acts as technical leader for accomplishing complex analytical studies for data processing service centers, in the servicing of users, and in the operation of the data processing center; does related work as required.

EXAMPLES OF WORK:

Evaluates data processing equipment and service requests and prepares a cost benefit analysis that shows all alternative methods of solution in terms of operating and development costs, intangible advantages and disadvantages, and time implementation schedules.

Provides technical planning and guidance for data center consolidations, application conversion, computer upgrades, and operating system changes.

Prepares specifications for data processing equipment, services, application development or special studies, and evaluates vendor responses.

Evaluates, selects, and utilizes software and hardware monitors, analyzers, and simulators for measuring systems performance and projecting new systems performance to improve hardware utilization and attain optimum application programs.

Periodically monitors technical progress of outside consultants in accord with contractual intentions.

Serves as technical consultant to all agencies in all software areas such as languages, file organization and accessing techniques, utilities, operating systems, accounting and teleprocessing routines, and program system design.

Develops and assists in the implementation and maintenance and periodically audits data processing standards and procedures in such areas as hardware and software operation, production control and scheduling, applications development and maintenance, financial billing and budgeting administration, and data and physical facility security and financial protection.

Analyzes new fiscal year budget requests to determine if monies requested are in keeping with anticipated data processing production service and new development expenditures for the forthcoming fiscal year, and maintains a comparison throughout the year of expenditures versus appropriations.

Tests and evaluates new hardware systems, software products, and terminal devices.

Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Maintains essential records, reports, and files.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience in computer programming, information systems design, and systems analysis, which shall have involved major responsibility for development and implementation of large scale data processing systems.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of information system design concepts and the many alternative manual, mechanical, and electronic means for gathering and storing data as well as converting data into useful information at lowest cost.

Knowledge of and familiarity with capabilities, operating characteristics, and programming of all data processing and data preparation equipment and software.

Knowledge of computer programming design and differences between and applications of various programing languages.

Knowledge of principles of production systems and work efficiency as related to a data center which must function as a data processing service bureau.

Knowledge of and the familiarity with procedures and techniques involved is using software, and of instrumentation to take equipment and software measurements.

Knowledge of analytic and management techniques involving decision tables, scheduling milestone charts, logic flow diagramming, engineering cost analysis, statistical sampling methods, design of experiments, and value engineering.

Ability to direct project task teams.

Ability to analyze problem conditions and arrive at a cost effective, realistic solution.

Ability to oversee and monitor performance of outside consultants.

Ability to write clear, concise design specifications and study reports.

Ability to analyze and transcribe data into meaningful useful information to measure cost effectiveness.

Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Ability to maintain essential records, reports, and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
