Job Specification

COORDINATOR CHILD SUPPORT AND PATERNITY PROGRAM  

DEFINITION:

Under the direction of the Director of Welfare or other designated administrator in a county welfare agency, coordinates various procedures and methods to implement a Child Support and Paternity Program in compliance with state and federal regulations; does other related duties.

EXAMPLES OF WORK:

Oversees the coordination and implementation of a cost effective Child Support and Paternity Program with a county welfare agency.

Reviews and/or establishes standard operating procedures.

Supervises data compilation and preparation of reports.

Establishes and maintains cooperative working relationships with the County Administrative Office of the Courts, the County Probation Department, County Prosecutors Office, County Adjuster and other agencies.

Applies for enforcement of court orders.

Develops procedures for the local parent locator service.

Coordinates the enforcement of child support obligations and the establishment of paternity.

Develops procedures for privacy and non-disclosure of information.

Reviews and implements new child support legislation and regulations.

Disseminates information regarding child support program problems, developments and changes in welfare regulations and/or procedures to other program participants.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience in an administrative or supervisory capacity in any of the following areas: interviewing clients and investigating and evaluating information to file legal claims or court orders or, locating absent individuals and investigating their financial status or, interviewing and investigating clients and examining records to collect facts and obtain information and preparing reports for use in court or for administrative actions or, obtaining and verifying information to make determinations or recommendations for eligibility of applications for loans, insurance, credit or entitlements to cash awards or other financial benefits or, the adjustment and settlement of insurance claims or, investigating, establishing and/or enforcing support obligations in a welfare agency, court system or related agency.

OR

Possession of a Bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to establish paternity and child support.

Knowledge of the methods used to locate absent parents and obtain information about their financial resource.

Knowledge of the problems likely to be encountered in the development, operation, and coordination of a county wide child support and paternity program.

Knowledge of the legal remedies available to enforce child support obligations.

Knowledge of the functions and services provided by a welfare board.

Ability to interpret and apply laws relating to privacy and nondisclosure of information

Ability to interpret and apply information about the court and probation systems as they relate to child support and parent location.

Ability to read and analyze financial information.

Ability to read and interpret laws, rules, regulations, and procedures and apply them to specific situations.

Ability to coordinate activities of various agencies involved in securing child support from absent parents.

Ability to organize work, give suitable assignments, and supervise the performance of the work of others.

Ability to prepare reports and correspondence.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
