SUPERVISOR OF HOUSING REHABILITATION
DEFINITION
Under direction, supervises the work of subordinates engaged in
performing field inspections or modernization and other repair work as
funded through a Housing Rehabilitation Program; performs field
inspections to determine rehabilitation work required and checks
completed work to determine that work is properly completed; does
other related duties.

EXAMPLES OF WORK:
Inspects dwelling units for violation of applicable codes for the
purpose of determining rehabilitation work required and estimating
repair costs.
Determines labor, supplies and equipment needed to complete work.
Performs final inspections to check quality and completeness of work
performed.
Reviews information from applicants seeking to participate in the
rehabilitation program and determines their eligibility.
Provides information to the public regarding program eligibility,
funding available and authorized work.
Orders repair materials.
Plans, organizes, and assigns work of the organizational unit and
evaluates employee performance and conduct, enabling the effective
recommendation of the hiring, firing, promoting, and disciplining of
employees.
Resolves problems arising from work performed.
Maintains contact with other agencies and groups to effectuate the
aims of the program.
Provides and gathers information and provides referrals.
Prepares reports and maintains records and files.
Supervises employees engaged in the inspections of houses to identify
structural and safety deficiencies, provides recommendations of
corrective actions.
Supervises the monitoring of the rehabilitation of houses by private
contractors for compliance with terms of contract, plans, standards
and regulations.
Maintains file of active building contractors participating in the
housing rehabilitation program.
Oversees the competitive bidding process among participating building
contractors for housing rehabilitation contracts.
Conducts training programs for inspections personnel.
Assists homeowners in selection of building contractors.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Four (4) years of experience in preparing or revising of building
construction plans; inspection or supervision of erection of buildings
and structures; or as a member of the building construction structural
trades.
NOTE: Successful completion of a course in Principles of Housing
Inspection may be substituted for six (6) months of the
above-specified experience.
LICENSE:
Appointees will be required to possess a driver's license valid
in New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of building repair work such as electrical wiring, plumbing,
carpentry or masonry.
Knowledge of the approved inspection methods involved in preventing
and eliminating blight and substandard housing accommodations.
Knowledge of the problems and conditions encountered in blighted and
substandard neighborhoods.
Knowledge of supervisory methods and techniques.
Ability to train program participants and staff in providing home
repairs.
Ability to provide assignments and review the work performance
of staff.
Ability to read and interpret laws, rules and regulations and apply
them to specific situations.
Ability to use tact and courtesy in conducting investigations and
observe significant conditions.
Ability to speak before large groups and deal with their problems.
Ability to prepares reports and maintain files and records.
Ability to establish and maintain cooperative working relationships
with coworkers and others involved in the work of the program.
Ability to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English
sufficiently to perform duties of this position. American Sign
Language or Braille may also be considered as acceptable forms of
communication.
