HUMAN SERVICES COORDINATOR
DEFINITION:
Under direction in an assigned geographical area, is
responsible for the coordination and integration of a variety of
human and social services provided to the public by public and
private agencies, and is responsible for implementing the various
programs, policies, and procedures of a county welfare agency and
the state Department of Human Services; does related work as
required.

EXAMPLES OF WORK:
Plans and coordinates activities to improve and integrate human
services provided to the public.
Participates in the research, development, and implementation
of a coordinated and centralized human service delivery and
monitoring system.
Collects information and prepares an inventory on human
services available in the area.
Evaluates human services delivered to program participants
and the impact of such services on participants.
Evaluates effectiveness of the human service delivery system
for the area and makes recommendations accordingly.
Participates in the preparation of proposals for human
services programs.
Reviews applications for state and federal funds and
provides comments and suggestions.
Assists in the preparation of budget estimates, activities,
goals, and procedures for the administration of such programs.
Identifies instances of duplication of services and provides
alternatives to improve the system.
Assists in the development of guidelines for the effective
operation of specific programs and services.
Serves as liaison between community based agencies and
state and local government agencies in matters relating to policy
making, interpretation of rules and regulations, program
development, and implementation of guidelines.
Participates in interagency and intergovernmental negotiations
and in the formulation of mechanisms for improving administrative
coordination and program design.
Makes studies and analyzes legislation affecting programs
intended to meet the human service needs of the region.
Serves as liaison with county and city government officials
in the interest of establishing consistent and integrated human
service policies and practices.
Identifies funding sources and promotes coordination and
integration for an effective and efficient use of funds.
Identifies problems and needs and provides leadership on
organizing people and activities to solve such problems and
meet the needs identified.
Analyzes and evaluates pertinent data and prepares accurate
and informative reports.
Maintains essential records and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems
used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a
Master's degree in Social Work or Social Welfare.
EXPERIENCE:
Three (3) years of experience in the development of human
service programs and policies relating to family, adult, and
child welfare and in the delivery of the services rendered to
these groups.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform the essential
duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of modern public social work and management
theory, of approved practices, and the problems encountered
in implementing and making effective use of them.
Knowledge of rules, regulations, policies, procedures, and
programs of the New Jersey Department of Human Services,
and the Division of Family Development.
Knowledge of principles and practices of community organizing
and social policy planning, as well as the problems encountered
in the field and the alternatives available to overcome them.
Knowledge of federal and state laws concerning the welfare
of children and adults.
Knowledge of problems likely to be encountered in developing
and carrying out an integrated social service program.
Ability to organize assigned work and develop effective work
methods.
Ability to plan and coordinate activities to improve and
integrate human services offered to the general public.
Ability to evaluate and prepare reports with recommendations
concerning human service programs, delivery of their services,
and its impact on the participants.
Ability to establish and maintain cooperative working
relationships with citizens, public officials, and associates.
Ability to communicate effectively in a written and spoken manner
and prepare accurate and informative reports and correspondence.
Ability to analyze and evaluate pertinent data, identify problem
areas, and provide suitable solutions.
Ability to direct the establishment and maintenance of essential
records and files.
Ability to analyze and interpret laws, rules, regulations, and
procedures and apply them to specific situations.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the
agency, office, or related units.
Ability to read, write, speak, understand, or communicate
in English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered
as acceptable forms of communication.
