 MEDICAL RECORD ADMINISTRATOR

 DEFINITION

 Under  direction,  plans,  develops, and  administers  a  medical
 record  system for a hospital, health center, or similar facility
 to   meet   standards  of  accrediting  and  regulatory  agencies
 supervises medical records staff processing records and  reports,
 and  who  analyze medical records for completeness,  consistency,
 and compliance with requirements; does other related duties.

EXAMPLES OF WORK:


 Plans,  develops, and administers a medical record  system  which
 meets standards of accrediting and regulatory agencies.

 Collects and analyzes patient and institutional data.

 Develops  and implements policies and procedures for documenting,
 storing,  and  retrieving information and for processing  medical
 legal  documents  and  insurance and correspondence  requests  in
 conformance with federal, state, and local statute.

 Develops   in-service   educational   materials,   and   conducts
 instructional programs for health care personnel.

 Coordinates  functions relating to medical  records  and  patient
 information systems with other departments within the facility.

 Gathers  information and statistics for the evaluation of patient
 care and utilization review.

 Plans, organizes, and supervises activities of the medical record
 unit.

 Provides assignments and instructions to employees.

 Prepares  or  supervises the preparation of periodic and  special
 statistical reports.

 Abstracts data for case summaries and insurance reports.

 Reviews  and  analyzes  records  for  internal  consistency   and
 completeness.

 Cooperates  with medical staff to establish secondary records  in
 adjunct units.

 Releases  information  to individuals or agencies  in  accordance
 with regulations and statutes.

 Prepares  and/or  supervises the preparation of vital  statistics
 and morbidity reports.

 Cooperates with medical staff in research projects.

 Will  be required to learn to utilize various types of electronic
 and/or  manual  recording and information  systems  used  by  the
 agency, office, or related units.


 REQUIREMENTS:

      EDUCATION:

      Graduation from an accredited college or university  with  a
 Bachelor's  degree  in  Medical Record  Science,  Medical  Record
 Administration or health information administration.

      EXPERIENCE:

      Two (2) years of experience in a medical records center in a
 hospital or health care facility.

      NOTE: Graduation from an accredited college  or  university
 supplemented by an accredited one year postgraduate certification
 program  in medical record administration may be substituted  for
 the above education requirement.

      NOTE: Certification  as  a  Registered  Health  Information
 Administrator  by  the  American  Health  Information  Management
 Association   may   be  substituted  for  the   above   education
 requirement.

      LICENSE:

      Appointees  will  be required to possess a driver's  license
 valid  in  New Jersey only if the operation of a vehicle,  rather
 than  employee mobility, is necessary to perform essential duties
 of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge  of  medical  record keeping principles  and  practices
 including standard nomenclature and classifications.

 Knowledge  of  uses  and  limitations of  primary  and  secondary
 records, indexes, and classification systems.

 Knowledge of medical terminology.

 Ability  to  read, interpret and apply policies  and  regulations
 affecting medical care records and activities.

 Ability  to supervise the review, coding and indexing of patients
 records and the abstracting of data for reports.

 Ability  to  provide instructions and assignments  to  staff  and
 supervise their work performance.

 Ability to prepare correspondence.

 Ability to prepare clear, sound, accurate and informative reports
 containing findings, conclusions and recommendations.

 Ability to evaluate medical information.

 Ability  to  supervise  the  establishment  and  maintenance   of
 essential records and files.

 Ability  to  provide information in accordance  with  established
 hospital policies and regulations.

 Ability  to  utilize  various types of electronic  and/or  manual
 recording and information systems used by the agency, office,  or
 related units.

 Ability  to  read, write, speak, understand, and  communicate  in
 English   sufficiently  to  perform  duties  of  this   position.
 American  Sign  Language or Braille may  also  be  considered  as
 acceptable forms of communication.
