Job Specification

OPERATIONS AND TRAINING OFFICER EMERGENCY MANAGEMENT  

DEFINITION:

Under direction, develops local operations plans, organizes emergency management resources and forces, helps direct the training of these forces, and assists in the coordination of the operation plans; does other related work.

EXAMPLES OF WORK:

May develop the local organizational and operational plans; coordinates standard operating procedures for all aspects of the operational plan and for the County Control Center.

Supervises the mobilization of County Emergency Management forces and the functional operation of the various staff units during practice operations or in periods of emergency.

Prepares and coordinates the training programs of the various County emergency Management units; prepares detailed instruction and course material for use by staff training officers and supervises the proper implementation of such programs; confers with staff instructors on the proper presentation of course material; determines the necessary requirements and selects the appropriate training officers on the county level.

Provides technical advice and assistance to municipal Emergency Management officials in the planning, development and implementation of appropriate training plans and programs.

Plans, develops, and supervises the operational programs for training exercises; conducts periodic meetings of Emergency Management Directors on mobilization and training activities.

Prepares statistical and other reports containing findings, conclusions and recommendations.

Establishes and maintains needed records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in varied phases of business, industrial, governmental, or military service which shall also have included the determination of training needs, the development of appropriate training plans and materials, and the conduct of orientation, in-service, refresher and other types of training courses.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the principles, methods and problems involved in the planning, organization and administration of training programs.

Knowledge of teaching principles, methods, tools and techniques, and of the principles and methods of organization, planning and supervision.

Ability to establish and maintain cooperative working relationships with public officials.

Ability to organize and coordinate the activities of diversified units.

Ability to plan and develop training programs.

Ability to exercise independent judgment in evaluating situations and in making determinations.

Ability to prepare clear, concise, accurate and informative reports.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
