SENIOR LOAN ADVISOR
DEFINITION:
Under direction, performs and supervises others in the
performance of the work involved in providing financial advice
and counseling of individual property owners who have applied for
various property and home improvement grants and loans, the
reviewing and/or processing of loans and grant applications, and
the disbursement of funds; coordinates the work of the unit with
other units and/or agencies; does other related work.

EXAMPLES OF WORK:
Establishes the work program and procedures of the unit; assigns
and reviews the work of assigned subordinate employees; schedules
appointments with loan and grant applicants.
Reviews completed loan and grant applications in order to assure
conformity with applicable guidelines, rules, regulations and
laws; certifies loan and grant applications for completeness,
conformity with regulations, availability of funds and other
conditions applicable to the granting or denial of grants and
loans prior to final approval.
Reviews work procedures to improve operation and service to
clients; maintains a working relationship with representatives of
other units of the jurisdiction as well as federal, state, and
local agencies.
Counsels clients regarding qualifications, responsibilities, loan
conditions and repayment, household and income budgeting, and
default procedures; explains available grants and loans to
property owners; advises owners on obtaining bids from
contractors for work to be done.
Collects, compiles, evaluates and verifies information on
applicants financial status and credit rating; prepares
applications for loan or grant in accordance with prescribed
procedures; may obtain FHA or other approved appraisal when
necessary; verifies ownership of property, owners employment,
income bank deposits and liabilities.
Acts as intermediary between lending institution and client in
all matters regarding granting and repayment of loan; may
interpret or refer for inspection, improvement work being
performed to ascertain compliance with contract terms; in cases
where progress payments are made, issues checks payable to
borrow, grantee or contractor at agreed upon point.
Prepares necessary reports and correspondence.
Maintains records and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Four (4) years of experience in the review and approval of
applications for consumer, real estate and/or commercial loans or
credit or in the preparation and processing of loan and/or grant
applications or in providing financial counseling and credit
analysis to grant or loan applicants.
LICENSE:
Appointees will be required to possess a driver's license
valid in NJ only if the operation of a vehicle, rather than
employee mobility, is necessary to perform essential duties of
the position.
KNOWLEDGE AND ABILITIES:
Knowledge of office methods relevant to the work of the unit.
Knowledge of the problems involved in planning the details of an
established work program and in giving suitable assignments and
instructions to individuals.
Knowledge of composing appropriate letters.
Knowledge of preparing reports.
Knowledge of supervising the establishment and maintenance of
records and files.
Knowledge of the criteria used in the review and
approval/disapproval of applications for government guaranteed
loans or grants in aid.
Knowledge of all forms necessary for a loan settlement and a loan
closeout.
Knowledge of appropriate loan/grant program to recommend for a
client.
Knowledge of the contents of complete application package.
Knowledge of correctly completed disclosure statements and
recision forms.
Knowledge of when additional funds can be disbursed from escrow
account.
Ability to interview potential applicants for rehabilitation
program.
Ability to verify and analyze financial conditions of applicant.
Ability to recognize applicants eligible for rehabilitation
program.
Ability to evaluate applicant's credit.
Ability to counsel applicants on loan delinquencies and debt
payment.
Ability to recommend financial applications for approval.
Ability to evaluate loan to value ratios and calculate amount
that can be loaned to a particular client.
Ability to comprehend office methods.
Ability to supervise work and develop effective work methods.
Ability to give assignments and instructions to individuals and
groups.
Ability to perform difficult and technical work of a varied
nature.
Ability to work harmoniously with subordinates, associates,
superior officers and with that portion of the public interested
in or concerned with the work of the unit.
Ability to plan and revise procedures and methods.
Ability to prepare reports and correspondence.
Ability to supervise the establishment and maintenance of records
and files.
Ability to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or
related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform duties of this position.
