ASSISTANT DIRECTOR COMMUNITY DEVELOPMENT PROGRAM  

DEFINITION:

Assists the Director in planning, organizing, and directing a comprehensive community development service; does other related duties as required.

EXAMPLES OF WORK:

May direct a staff engaged in providing technical, professional, and administrative assistance in the planning, development, monitoring, evaluation, and related functions of the agency.

May prepare reports including midyear and annual planning statement, and quarterly and annual progress reports.

May prepare and submit project and management operating reports and budgets, and may monitor community development and local expenditures.

Ensures the maintenance of close working relationships with neighborhood councils, and may assist in development of ways and means of increasing citizen participation in program activities.

May direct the training and development of technical and professional personnel.

Participates in interagency, intergovernmental, and interdepartmental negotiations and the formulation of mechanisms for improved administrative coordination and program design.

Determines program goals and objectives, sets policy, and develops operational plans.

Determines resource needs and makes allocations.

Plans for organizational, procedural, and policy changes.

Establishes program emphases and priorities.

May decide program and project approaches and may assign resources.

Directs changes of program emphasis.

Does long-range planning and program evaluation.

May direct the establishment and maintenance of records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

Eight (8) years of supervisory and/or administrative experience in the organization, direction, planning, coordination, and control of community development planning projects or programs.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the Housing and Community Development Act of 1974, as amended, and other related regulations and legislation.

Knowledge of generally accepted theories, concepts, and techniques of implementing a community development program.

Knowledge of principles and methods of organization, planning, management control, and supervision.

Knowledge of functions and interrelationships of state and local governments.

Knowledge of methods and procedures involved in mobilizing individuals and resources.

Ability to establish and maintain cooperative work relationships with citizens and public officials.

Ability to evaluate programs and procedures.

Ability to plan, organize, and coordinate activities of diversified units.

Ability to exercise independent judgment in evaluating situations and rendering determinations.

Ability to organize assigned work and develop effective work methods.

Ability to prepare clear, concise, accurate, and informative reports.

Ability to organize, develop, plan, and coordinate community development activities of the jurisdiction.

Ability to give assignments and instructions to subordinates and supervise their work.

Ability to direct the establishment and maintenance of records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
