COUNTY VICTIM - WITNESS COORDINATOR

DEFINITION:
Under direction is responsible for the overall management, supervision and operation of the County
Office of Victim-Witness Advocacy; does related work as required.

DISTINGUISHING CHARACTERISTICS:
The County Victim-Witness Coordinator works within the county of appointment and receives
administrative and clinical supervision from the Chief of the Office of Victim-Witness Advocacy,
Division of Criminal Justice in the Department of Law and Public Safety. The Coordinator is
directly responsible to the County Prosecutor within each county.
EXAMPLES OF WORK:
Responsible for the provision of the following services to victims and witnesses involved in the
prosecution of a criminal case:
Crisis intervention and counseling
Referrals for other needed services
Orientation to the criminal justice system.
Case status information
Document replacement assistance
Transportation
Child care
Assistance with Violent Crimes Compensation Board claims
Assistance with property return
Restitution and other forms of financial entitlements
Court accompaniment
Employer, landlord, school, creditor intercession services
Victim-Witness waiting room separated from defendant
Victim impact statements
Responsible for providing direct, on-going supervision and periodic performance evaluation of
victim-witness advocacy staff.
Responsible for assuring adequate court and case coverage, and compliance with office and
program policies, procedures, and protocols.
Provides for the adequate supervision, education, and training of staff.
Directs the processes and procedures involved in case intake and screening, case distribution and
management, and the follow-up and termination of all victim-witness cases handled by the County
Office of Victim-Witness Advocacy.
Fosters a victim-witness spirit of cooperation and communication with all county prosecutor's staff,
courthouse staff, police and community agencies that enhances the delivery of services and
information to crime victims and witnesses.
Coordinates with the Chief of the State Office of Victim-Witness advocacy on matters regarding
requested or assigned participation in community presentations and Interagency committees,
coalitions, task forces and training.
Plans and monitors the level of staff community activities relative to staff resources and direct
service priorities.
May also maintain own personal victim-witness caseload in addition to administrative duties and
responsibilities depending upon staff resources and case demands,
REQUIREMENTS:
EDUCATION:
Possession of a bachelor's degree from an accredited college or university with a major course of
study in the social sciences or criminal justice.
EXPERIENCE:
Two years of professional experience involved in providing counseling, guidance and/or advice to
individuals involved with the criminal justice system or in providing counseling and guidance to
individuals and/or families and/or groups in coping with social and/or emotional and/or
psychological and/or behavioral problems with which they are confronted.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation
of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the
position.
KNOWLEDGE AND ABILITIES:
Knowledge of the New Jersey Grand Jury and criminal court practices and procedures.
Knowledge of the criminal justice process.
Knowledge of interviewing and counseling techniques.
Knowledge of the problems, anxieties, and effects related to testifying before a grand jury or in
court.
Knowledge of the economic, social, and psychological effect of crime on its victims.
Knowledge of the availability of community, social, medical, and other types of services and
assistance which victims of crime may avail themselves.
Knowledge of modern personnel and management theory and practices.
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties
of the position. Communication may include such forms as American Sign Language or braille.
Ability to utilize modern counseling and guidance techniques. Ability to interview persons who may
be emotionally upset.
Ability to understand and develop empathy for the economic, social and emotional problems of
crime victims.
Ability to analyze, interpret, and apply laws, rules, regulations, and procedures to specific situations.
Ability to establish and maintain cooperative relationships with personnel involved in the criminal
justice system.
Ability to plan and direct the activities of workers and to communicate effectively with them
concerning victim-witness advocacy activities.
Ability to communicate effectively with employees, government officials, and the general public,
apply principles of logic in order to define problems, collect and analyze data, and draw sound
conclusions therefrom.
Ability to interpret a wide variety of laws, rules, regulations, and procedural instructions.
Ability to prepare work schedules, reports, and budgets and maintain records and files.
Ability to give appropriate assignments and instructions to assigned employees and supervise the
performance of their work.
