Job Specification

ASSISTANT DISTRICT RECYCLING COORDINATOR  

DEFINITION:

Assists the District Recycling Coordinator in planning, monitoring, promoting, coordinating, and providing technical assistance to municipal recycling programs within the county to ensure compliance with legislated environmental objectives of the State of New Jersey; does other related duties as required.

EXAMPLES OF WORK:

Participates in the planning, development, and evaluation of recycling and reclamation programs for the efficient disposal of recyclable material such as cans, glass, used oil, paper, and so forth.

Consults with concerned officials for the purpose of expanding and improving the systematic recovery, efficient storage, collection, transportation, separation, processing, recycling, and disposal of any reusable material which may, through efficient resource recovery management, decrease the amount of solid waste to landfills, conserve energy and resources, and return to the economic mainstream recyclable materials in the form of raw materials or products.

Explains the significance of developing and implementing a local recycling program to various municipalities by addressing government, business, fraternal, educational, and civic groups concerning the State of New Jersey's legislation related to the problems, goals, and solutions of decreasing the disposal of reusable waste at landfill sites, and the environmental and economic value which a comprehensive recycling program achieves through the recovery of reusable materials from solid waste.

May write and distribute educational material, press releases, and other informational materials designed to promote the recycling program and encourage participation of residents in the program.

Serves as a resource and liaison person with municipalities providing them with information related to the availability of grants-in-aid and other forms of monetary and nonmonetary assistance from public and private sources, and may assist local officials in the preparation of applications for such assistance.

May conduct and/or participate in seminars, meetings, and other public forums related to recycling management which may include presentations before large groups of people.

May periodically conduct specific market analysis to determine how material will be most effectively reclaimed for recycling at the greatest overall benefit to the county at large.

May conduct field surveys, review and study the recycling, storage, collection, transportation, separation, processing, recovery, disposal, and selling of reusable materials to vendors by the jurisdiction, and prepare accurate and informative reports containing findings, conclusions, and recommendations.

Assists the Coordinator in developing strategies to meet the requirements of recycling legislation.

May write the district's recycling proposals, applications for grants, and prepare drafts of recycling contracts.

May negotiate contracts with private firms to provide the greatest revenue return for the recyclable material.

May help to prepare estimates of the cost and revenue acquired from the program. May assist in planning, formulating, and directing the implementation of staff training and/or the training of local government coordinators of recycling programs on the operational aspects of a recycling program to evaluate the adequacy and appropriateness of policies and procedures guiding the program; analysis of which reusable material(s) have greatest recovery value; determination of what reusable materials have to be separated, identified, and/or processed to prepare material for disposal; evaluation of collection methods whether by private contractor or by the municipality; aspects of contract compliance, type of equipment, and personnel (including voluntary help) needed to accomplish goals, determination of where recycling center should be established based on the greatest impact of accessibility by citizens, and on determination of which reusable materials have the greatest return for the recyclable material.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in solid waste or recycling management.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the aims, goals, and objectives of recycling programs.

Knowledge of work project planning and organization methods and techniques.

Knowledge of methods and techniques to make the public aware of the aims, goals, and objectives of recycling programs and to elicit public support.

Knowledge of techniques used in public speaking, speech presentation, and preparation.

Knowledge of methods and systematic control of storage, collecting, transportation, separation, processing, recycling, recovery, and disposal of recyclable materials.

Knowledge of methods and standard practice used in the preparation of reports containing findings, conclusions, recommendations, and the preparation of business correspondence.

Knowledge of procedures used in formulating and executing plans for the effective utilization of available funds, personnel, equipment, and supplies.

Knowledge of techniques involved with the dissemination of public information. Knowledge of principles, methods, and procedures used to evaluate program activities.

Knowledge of laws and regulations of the State of New Jersey pertaining to the storage, collection, transportation, separation, processing, recycling, recovery, and disposal of recyclable materials.

Knowledge of problems and techniques involved in the storage, collection, transportation, processing, recycling, recovery, and disposal of recyclable materials.

Knowledge of current state-of-the-art reclamation management methods, techniques, and practices applicable to all forms of reusable materials.

Knowledge of methods and techniques to be utilized in training programs and public information campaigns designed to engender and instill recycling awareness.

Knowledge of grant application procedures, proposal writing, and grant administration.

Ability to act as a spokesperson for the program at public meetings to explain the purpose and functions of the recycling program.

Ability to establish and maintain a cooperative working relationship with representatives of local government, civic associations, and others interested in or concerned with the aims, goals, and objectives of a recycling program.

Ability to utilize verbal, written, and graphic communication effectively.

Ability to analyze recycling collection and disposal problems and develop effective methods for their solution.

Ability to implement conventional practices or develop new procedures to achieve administrative objectives in the areas of program development, data collection, training evaluation, and communication.

Ability to review critically and revise ongoing programs as circumstances and changing needs require.

Ability to review and analyze current recycling programs and activities realistically with a view toward making innovative revisions and additions as may become necessary under changing conditions.

Ability to make the fullest possible use of available community recycling resources.

Ability to analyze and interpret basic laws, rules, and regulations relating to the recycling program.

Ability to establish and maintain an effective working relationship within the department, community groups, and with public and private agencies.

Ability to develop viable ancillary services by providing training to contacting municipalities, cooperating agencies, schools, and to professional and voluntary workers.

Ability to prepare clear, technically sound, accurate, and informative statistical, financial, budget, progress, program evaluation, and other periodic reports of activities containing findings, conclusions, and recommendations.

Ability to maintain essential records, reports, and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
