SOCIAL WORKER HEALTH BILINGUAL IN SPANISH AND ENGLISH  

DEFINITION:

Under direction, performs office and field work involved in providing social assistance for clients; does related work as required.

FOR POSITIONS ASSIGNED TO PROVIDE EARLY INTERVENTION SERVICES PROGRAM:

Under supervision is responsible for providing Early Intervention Services to eligible children, age birth to three (3) years that have been diagnosed with a disability and/or developmental delay.

NOTE: Appointments may be made to positions requiring bilingual skills.

07515- Bilingual in Spanish and English SPECIAL SKILL Applicants must be able to read, write, speak, understand, or communicate in Spanish and English sufficiently to perform the duties of this position.

EXAMPLES OF WORK:

Organizes assigned social work and develops effective work methods.

Interviews clients, their families, and other concerned persons and obtains significant social, psychological, psychiatric and other data needed for diagnosis and treatment.

Gives assistance to clients who need help in making satisfactory adjustments and talks with their relatives and other interested persons so that clients may achieve suitable adjustments.

Gives talks before lay, professional, and other interested groups.

Provides consultation to agency staff in assessing social, emotional and adaptive problems.

Advises agency staff on community health services to enable them to make appropriate referral.

Works with agency staff in analyzing pertinent community health resources, identifying deficiencies, and in directing community attention toward remedial action.

Participates in professional and related meetings and conferences.

Prepares reports containing findings, conclusions, and recommendations.

Establishes and maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

FOR POSITIONS ASSIGNED TO PROVIDE EARLY INTERVENTION SERVICES PROGRAM:

Ensure that families are aware of their rights through Early Intervention System through education and handouts.

Document all home visits, office visits, telephone contacts and correspondence with family or collateral keeper of the original records pertaining to the child.

Coordinate Early Intervention Services necessary for the child's development.

Collaborate with agencies out of the Early Intervention System that are working with the child.

Schedule and facilitate all meetings for the child, including Family Information Meetings (FIM), Individual Family Service Plan (IFSP) meetings, IFSP reviews, Annual IFSP meetings and Transition Planning Conferences.

Complete daily record log and service verification forms to keep accurate record of time.

Compile data for State and County statistics.

Provide resource information to the families based upon family concerns (i.e. child's diagnosis, housing, employment, utility assistance, assistive technology and/or transportation).

Assist families with completion of application for services provided by other agencies (i.e. Supplemental Security Income (SSI), the Division of Developmental Disabilities (DDD) and Catastrophic Illness in Children Relief Fund). Refers families to appropriate local agencies for financial support for medical equipment not covered by insurance (i.e. Tiny Tim Fund and Variety Club).

Prepare the family for transition from Early Intervention into options available for children who are three years of age such as special education, Abbott preschool, Head Start, private preschool, and/or outpatient therapy covered by insurance.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Four (4) years of professional experience in social work having responsibility for gathering social information from clients, determining their needs, and planning and carrying out treatment plans geared to the needs of individual clients.

OR

Possession of a bachelor's degree from an accredited college or university.

FOR POSITIONS ASSIGNED TO PROVIDE EARLY INTERVENTION SERVICES PROGRAM:

EDUCATION:

Graduation from an accredited college or university with a bachelor's degree in social work, nursing, psychology, sociology, counseling or early childhood education.

NOTE: A bachelor's degree in special education with possession of an endorsement as a Teacher of Students with Disabilities, is acceptable in meeting the above education requirement.

EXPERIENCE:

One (1) year of professional experience working with children and families in a counseling, supporting or case management role.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of social work theory, practices, procedures and of the methods and principles of social work administration.

Knowledge of the problems likely to be encountered in doing social work with clients having varied backgrounds and problems.

Knowledge of the community, family, social, economic, health, and other problems and forces influencing clients.

Knowledge of public and private social, welfare, health, and educational agencies and organizations.

Knowledge of social work literature and terminology, and of current social, economic, and community problems.

Knowledge of the methods and principles of modern social service work, including general and specialized case work services and their relationship to the development and administration of policies and standards.

Knowledge of the casework methods/techniques involved in the health, physical welfare, and social adjustment of handicapped and/or chronically ill children ages from birth to three years.

Knowledge of organization, objectives, and activities of public/private social agencies in New Jersey that provide Early Intervention Services.

Knowledge of problems involve with various handicaps related to children.

Knowledge of the medical and social service needs of Handicapped children age birth to three years.

Knowledge of the emotional, social, psychological effects of the handicap may cause the individual, peer group and family.

Ability to analyze laws, rules, regulations, and procedures and apply them with reasonable consistency to individual cases.

Ability to organize assigned social work and develops effective work methods.

Ability to work harmoniously with associates, families, individuals, and social organizations.

Ability to collect and make correct appraisals of the factual information and social relationships of individuals and families.

Ability to learn quickly the significant facts in an individual or family situation and to weigh and evaluate such facts.

Ability to plan and execute programs for social readjustments on the basis of the findings.

Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Ability to maintain essential records and files.

Ability to recognize handicaps in children from age birth to three years and provide specific responses to individual cases.

Ability to organize/coordinate various county responses to a specific individual case.

Ability to organize public health work, analyze problems, and develop effective work methods.

Ability to effectively coordinate services to be provided to the handicapped child and monitor the child's progress.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
