Job Specification

ASSISTANT DIRECTOR OF SOLID WASTE MANAGEMENT  

DEFINITION:

Under direction, assists the Director of Solid Waste Management or other administrative official in promoting, organizing, and administering an effective solid waste management program including the determination of program goals, objectives, strategy, program emphasis, policies, procedures, and plans; does related work as required.

EXAMPLES OF WORK:

Assists in directing and coordinating activities concerned with solid waste collection, disposal, and environmental services; recommends and administers policies and procedures.

Inspects sites to determine procedures and methods for utilizing site areas for solid waste disposal activities.

Assists in planning, directing, managing and overseeing the activities and operations of the department including solid waste collection, disposal, and environmental services.

Assists in planning the sequence of waste disposal operations to obtain optimum utilization of the facilities basing plans on such factors as past and predicted solid waste disposal, recycling, and composting requirements, quantity of waste handled daily, and the space required for solid waste handling.

Assists in ensuring that solid waste, recycling, and composting activities comply with public health and environmental considerations, regulations and laws.

Prepares records and reports relating to solid waste management plans, such as recycling plans, resource recovery, construction of facilities, technology assessments, quantities of waste handled, steps taken to comply with public health and environmental regulations, etc.

Assists in preparing operational budget; estimates funds needed for staffing, equipment, materials and supplies; directs the monitoring and approval of expenditures.

Facilitates and coordinates departmental activities with other departments and outside agencies and organizations.

Assists in assessing the impact of substantive developments in programs, policies, and organizational changes on other parts of the agency, other government entities, and on the private sector.

Provides guidance and instruction to staff and supervises their performance.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies areas in need of improvement and implements changes.

Prepares or assists in the preparation of the various permit applications required for the organization's solid waste facilities.

Consults with concerned officials to expand and improve the composting and recycling activities.

Supervises and participates in the preparation and distribution of informational materials to promote recycling and composting programs.

Addresses business, fraternal, educational, and civic groups concerning the goals of the programs and to enlist their support, help, and cooperation.

Conducts studies to evaluate programs effectiveness and to determine the most economical method of recycling and composting various materials.

Attends and participates in conferences and meetings concerning solid waste collection and disposal activities.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in solid waste management work, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a Master's degree in the physical, chemical, biological or environmental sciences, environmental engineering or planning from an accredited college or university; and three (3) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of modern solid waste disposal and the methods used to recycle and compost various materials.

Knowledge of solid waste management principles.

Knowledge of the methods used to evaluate environmental impact statements.

Knowledge of supervisory principles and techniques.

Knowledge of the program evaluation methods.

Ability to plan, organize, and direct solid waste management activities and services.

Ability to establish strategic initiatives for the collections operations.

Ability to interpret and apply laws, rules, and regulations relating to solid waste management.

Ability to plan and supervise field surveys to determine the environmental impact of a proposed solid waste facility.

Ability to direct and supervise the work of subordinate staff.

Ability to establish and maintain cooperative working relationships with the representatives of local governments, civic associations, and others interested in or concerned with solid waste management.

Ability to prepare correspondence.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
