AIRPORT MANAGER DEFINITION:
Under direction, has charge of the direction, administration, operation, safety, maintenance and development of a general aviation airport, which may include oversight of a forest fire air attack base; does other related work.

EXAMPLES OF WORK:
Oversees the management and administration of a general aviation airport, which may include a forest fire air attack base.
Develops and implements operational, maintenance, and safety procedures and standards which protect tenants and their aircraft, and provide safe recreational opportunities for the visiting public.
Monitors the physical condition of airport runways, grounds, facilities and equipment for the safety and security of employees, passengers and the public.
May provide public tours of airport grounds and equipment.
Maintains liaison and cooperative working relationships with other Federal and State agencies whose programs and regulations impact airport operations.
May investigate aircraft accidents within the airport vicinity and prepares the required reports and documentation.
Supervises the airport fire and crash protection program; arranges for periodic drills designed to improve efficiency during emergencies.
Prepares rules and regulations regarding aviation safety for aircraft using the airport.
May set flight patterns through which aircraft may fly into and out of the airport through existing approaches.
May supervise the establishment and operation of navigational aids designed for flight operations during periods of inclement weather conditions such as fog or other visibility restricting factors; makes decisions regarding cessation of airport operations during extremely inclement conditions.
Establishes regulations governing airport visitors and the enplaning and deplaning of passengers.
Negotiates contracts and establishes fees with aircraft tenants; resolves tenant problems and concerns.
Oversees the receipt and deposit of revenue generated at the facility.
May oversee the sale of aircraft fuel to tenants; monitors and orders supplies of fuel and other materials necessary for airport operations.
Provides assignments and instructions to assigned staff.
Prepares clear, accurate and informative reports containing findings, conclusions and recommendations.
Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting and/or disciplining of employees.
May be required to provide assistance to the Forest Fire Service Air Attack Program in the control and suppression of forest fires; serves as a crew member on air attack aircraft; installs and removes fire suppression equipment; guides pilot; assists with radio communications; and directs aerial Adrops@ of fire suppression equipment.
May be required to participate in forest fire training exercises, or other search and rescue operations.
May be required to perform various inspection, maintenance and repair tasks to aircraft powerplants and airframe systems and components as prescribed by the Federal Aviation Administration and aircraft manufacturer; accompanies aircraft pilot to conduct in-flight monitoring procedures.
Supervises the establishment and maintenance of essential records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience in the general oversight of airport operations, which shall have included responsibility for airport safety and tenant relations.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
NOTE: Incumbents in the Department of Environmental Protection may be required to complete forest fire training, and participate in subsequent retraining and refresher exercises.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
A current and valid designation as an Accredited Airport Executive (A.A.E.) by the American Association of Airport Executives may be required.
In positions where the incumbent has responsibility for aircraft repair/maintenance, a current FAA certification as an Airframe and Power Plant is required, and may be substituted for two (2) years of the required experience.
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the methods used in the operation, management and maintenance of a general aviation airport.
Knowledge of hydraulic, electrical and fuel systems of turbine- powered aircraft, where required.
Knowledge of the concepts applicable to the structure and functions of hydraulics, electrical and fuel systems, aircraft sheetmetal and woodworking components, propeller, weight and balance referencing, flight/gravity theories and airframe construction, where required.
Knowledge of forest fire air attack principles and techniques, where required, and after a period of training.
Knowledge of the factors and conditions which necessitate the cessation of airport operations.
Knowledge of the precautions to be taken for the safety and security of airport tenants, passengers and the general public.
Knowledge of methods used to negotiate contracts, establish fees and deposit resulting receipts.
Ability to read and interpret the regulations of the Federal Aviation Administration and those of other regulatory agencies, and apply them to specific situations.
Ability to read and interpret technical manuals and guides distributed by the Federal Aviation Administration and the aircraft manufacturer.
Ability to perform various inspection, maintenance and repair tasks to aircraft powerplants and airframe systems as prescribed by the Federal Aviation Administration and the aircraft manufacturer.
Ability to provide assistance in the control and suppression of forest fires.
Ability to maintain liaison and cooperative working relationships with other Federal and State agencies whose programs and regulations impact airport operations.
Ability to develop and implement operational, maintenance and safety procedures which protect tenants and their aircraft.
