COORDINATOR EMERGENCY TELECOMMUNICATIONS SYSTEMS
DEFINITION:
Under direction of a supervisor, Office of Information Technology, plans, develops and implements a cost effective statewide emergency response telecommunications system and the necessitated facilities and ancillary systems and services required to interface with local and other emergency public safety (i.e., police, fire, EMS) telecommunications systems; participates in the development and technical design of existing systems enhancements; develops and revises governing regulations and operational and training standards of the system for Public Safety Answering Point (PSAP) and Public Safety Dispatch Point (PSDP) call-takers and dispatchers and other public safety personnel; does other related duties.

EXAMPLES OF WORK:
Recommends the initiation and revision of rules and regulations required to maintain effective and economic Public Safety Answering Point/Public Safety Dispatch Points and services including public safety telecommunications networks.
Plans and coordinates the consolidation of 9-1-1 telecommunications facilities and services throughout the State in order to realize economies in the use of such facilities and services.
Plans and directs staff surveys to determine functions suitable for consolidation into public safety regional telecommunications facilities.
Plans and directs the development of technical plans for public safety telecommunications facilities, equipment and services to meet specific operational requirements.
Plans, coordinates and performs reviews of 9-1-1 telecommunications facilities and services to determine that public safety communication needs are being met.
Initiates, revises and coordinates the implementation of standard operating practices and procedures to coordinate the development of public safety telecommunications facilities and services.
Chairs interdepartmental committees established to plan for changes in, or major additions, or shared telecommunications facilities or systems; acts as liaison within or between State agencies in the development and evaluation of specifications and proposals for enhanced 9-1-1 systems and installations.
Reviews technological developments in the 9-1-1 core network in compliance with governing regulatory changes.
Assists in the development of regulations governing the operational standards, equipment standards, and training standards of Public Safety Answering Points and Public Safety Dispatch Points.
Directs the evaluation of all requests for Public Safety Answering Points; approves or denies requests for equipment and services.
Provides consulting and advisory services to other State Departments, Authorities and Commissions on public safety telecommunications operations and problem solving techniques.
Develops procedures and related instructional materials covering the usage of 9-1-1 telecommunications facilities and services.
Recommends and plans the implementation of administrative improvements including work systems, organizational changes and program procedures pertaining to 9-1-1 operations.
Coordinates the planning and implementation phases of the statewide 9-1-1 enhanced network in the counties.
Provides technical assistance in calculating trunk sizing, utilizing the Erlang Overflow and Poison Group Capacity methodology.
Provides assistance in determining staffing requirements for Public Safety Answering Points and Public Safety Dispatch Points in accordance with SRI (Standford Research Institute) International, "Final Report 7543-80-FR-58."
Explains the operational standards of 9-1-1 regulations and indicates potential areas of non-compliance based on individual circumstances described by the coordinator.
Illustrates the level of training required of call-takers and dispatchers at Public Safety Answering Points and Public Safety Dispatch Points as specified by the 9-1-1 regulations.
Provides consultation services for local municipalities in the development and expansion of their Public Safety Answering Points and Public Safety Dispatch Points with emphasis on county wide or regional 9-1-1 systems.
Provides advice on radio communications systems, including computer-aided dispatch, mobile data terminals, status/message systems, telephone equipment and other areas of technology.
Consults and assists in the development of operational procedures for the dispatch and coordination of all emergency services (i.e., Police, Fire, Emergency Medical Services, and Emergency Management).
Reviews county and municipal 9-1-1 plans (including proposed and existing Public Safety Answering Point and Public Safety Dispatch Point equipment) submitted to the Office of Emergency Telecommunications Services (OETS) for compliance with 9-1-1 regulations. Prepares report of review findings, indicating conformance or corrective action required; checks calculations used in sizing trunks and projects staffing levels based on call volume, population, and method of dispatch operation utilized at the PSAP.
Assists in the coordination of 9-1-1 enhanced cut overs by evaluating the status of each County 9-1-1 plan and prepares cost projections associated with each county to meet budget restrictions.
Develops Basic Telecommunicator and Emergency Medical Telecommunicator training programs for 9-1-1 call-takers and public safety dispatchers. Performs evaluations on existing programs for compliance with 9-1-1 regulations.
Disseminates information on 9-1-1 regulations to representatives of various emergency services, municipal officials, and members of the general public. Speaks to large groups on the topic of 9- 1-1.
Schedules and participates in the 9-1-1 Commission, County 9-1-1 Coordinators, and various subcommittee meetings as directed by the 9-1-1 Program Manager, Coordinates the location, agendas, public notice advertisements, and related arrangements as necessary for each meeting.
Meets with manufacturers and distributors of 9-1-1 equipment to discuss the performance requirements as specified in the 9-1-1 governing regulations.
Reviews equipment submitted for connection to the 9-1-1 network in compliance with 9-1-1 regulations; ensures that all telecommunications equipment connected to the New Jersey 9-1-1 Network is in accordance with Bellcore specification TR-TSY- 000350, Issue 1.
Prepares reports, and participates in the publishing of statewide 9-1-1 Newsletter.
Reviews proposed legislation that may have an impact on 9-1-1 operators and prepares recommendations.
Provides in-depth leadership in the planning, development, and implementation of Public Safety Answering Points and Public Safety Dispatch Points with particular emphasis on the technology of 9-1-1 emergency telephone systems and public safety radio communications command and control dispatch systems.
Audits on a continuous basis the operation of county and municipal Public Safety Answering Points according to state status and regulations.
Prepares reports and correspondence.
Maintains files and records.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional experience in either a corporate structure or a government agency involving the planning, acquisition, installation and implementation of public safety telecommunications (i.e., radio, telephone, computer, etc.) facilities and services such as regionalized dispatch systems, computer-aided dispatch, private branch exchange (PBX) telephone systems, telemetry, computerized switching, and other voice/data transmissions.
OR
Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Computer Science, Mathematics, Information processing, data processing, computer programming, or other related field of study; and four (4) years of the above-mentioned professional experience.

LICENSE:
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of modern telecommunications equipment such as private switch networks, computerized facilities, and their selection and application to public safety.
Knowledge of public safety communications and dispatch systems.
Knowledge of radio alerting/dispatch systems, methods, and procedures.
Knowledge of the various communications equipment utilized for public safety telecommunications, such as computer-aided dispatch systems, simplex/duplex/half-duplex multiplex radio systems, repeater systems, portable/mobile/base communication equipment, mobile data terminals, microwave links, PBX systems, integrated and conventional enhanced Public Safety Answering Points and Public Safety Dispatch Points systems and terminals, frequency bands, alerting encoders, logging and instant playback voice and/or ALI recorders, dispatch consoles, etc.
Knowledge of the training required for public safety dispatch including the handling of emergency medical services requests and pre-arrival medical instructions.
Knowledge of FCC and PUC tariffs and regulations affecting public safety facilities.
Knowledge of the factors to be considered in predicting the effect of changes in, or additions to, existing public safety telecommunications equipment installations.
Knowledge of the engineering and architectural considerations involved in planning telecommunications facilities and installations.
Ability to provide leadership in the implementation of county regionalized and municipal Public Safety Answering Points and Public Safety Dispatch Points.
Ability to function as consultant and advisor in 9-1-1 operations to all state public safety agencies.
Ability to prepare schedules for, and guide the implementation of installations and conversions of 9-1-1 telecommunications centers and determine the adequacy of existing facilities.
Ability to inspect the various major state and regional telecommunications centers and determine the adequacy of existing facilities.
Ability to analyze data relating to telecommunications problems and equipment to make necessary corrections or recommend new or revised telecommunications facilities.
Ability to plan, develop and conduct communications training programs and to conduct training courses and seminars for agency personnel.
Ability to develop procedures, techniques and instruction material for the proper use of communications facilities and systems.
Ability to coordinate interdepartmental committees or task forces concerned with shared communications facilities and systems.
