Job Specification

MANAGER ABATEMENT AND SPECIAL TAXES  

DEFINITION:

Under direction, directs and coordinates the work of employees engaged in the function and activities required to maintain municipal accounts for tax abated projects and specially taxed businesses; ensures that collections and receivables are handled in accordance with federal, state, and local guidelines; does related work as required.

EXAMPLES OF WORK:

Organizes and administers the work of the Division.

Maintains books and records of accounts for tax abated projects and specially taxed businesses.

Plans, develops and supervises the implementation of program goals, policies, procedures and objectives.

Collects payroll, parking, and hotel taxes, revenue from parking meters, license fees, and revenue generated from tax abated or exempt properties.

Ensures that the collection and payment of all revenue due from tax abated projects and specially taxed businesses are received in a timely manner.

Reviews applications for Tax Abatement, Tax Exemption, or other tax incentives.

Takes appropriate steps including the adoption and enforcement of such rules and regulations to collect all revenues, arrearage and delinquencies due to the municipality from either tax abated projects or specially taxed businesses.

Supervises the issuance of licenses pursuant to State law and collects the proper fee.

Develops and maintains up to date records and files relating to all revenue sources.

Establishes systems and proposes refinements to existing systems and techniques to automate progressive collection procedures and license issuance.

Conducts continuous cost analysis studies of revenue collection programs, and initiates and monitors policies and procedures to ensure all monies are collected in a timely manner.

Makes recommendations to the administration as well as the legislative body regarding the establishment of fees/charges of late payments and other violations of contractual obligations of Tax Abated or exempt properties.

Periodically reviews all sources of revenue and informs management of current revenue status.

Conducts regular review of revenue generating entities and makes reports regarding their current status.

Assists in the process of Granting Tax Abatements or other tax incentives.

Develops and maintains an on-going revenue reporting system.

Prepares legal notices; reviews contract terms/provisions and may rescind Tax Abatement agreements for noncompliance.

Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.

Negotiates with delinquent taxpayers and recommends an amicable solution to collect all the revenue.

Prepares and directs the preparation of clear, sound, accurate, and informative statistical and other reports containing findings, analyses, conclusions, and recommendations.

Prepares the annual budget estimates for the Division.

Prepares correspondence as required in the course of official duties.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional supervisory experience in planning and coordinating programs related to tax abatement or exemption, economic development, or community development.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years in the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of federal, state, and local guidelines regarding municipal tax abatement, special taxes, and other revenue collection projects.

Knowledge of supervisory methods and techniques.

Ability to promote the interests of the organization and its programs.

Ability to monitor and supervise the internal activities of organizational components, and to coordinate the various programs.

Ability to deal effectively with people.

Ability to prepare and review financial and budgeting reports.

Ability to organize and develop effective working procedures.

Ability to give instructions to employees and provide advice and assistance when unusual and difficult problems arise.

Ability to supervise assigned staff and plan, organize, and implement projects.

Ability to prepare reports and supervise the establishment and maintenance of essential records and files.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
