NJLINCS COVID-19 COORDINATOR

DEFINITION:
Under direction, plans, organizes and coordinates COVID-related work at NJLINCS/Local Health Department
(LHD) within their jurisdiction and, in collaboration with Health Officers, serves as the main liaison to the
New Jersey Department of Health (DOH) and DOH Regional Coordinators; supervises public health programs,
activities and staff; performs other related duties as required.
NOTE: The New Jersey Local Information Network Communications System (NJLINCS) is a system of public
health professionals and electronic public health information that enhances the identification and containment
of diseases and hazardous conditions that threaten the public's health. Built on personal computer and Internet
technologies, NJLINCS is a network of strategically positioned county and LHDs located throughout the state,
the DOH, all other LHDs and public / private organizations working at the community level to safeguard public
health.
NOTE: This position is full-time and supported through a two-year grant awarded by the DOH. The NJLINCS
Agency will provide direct supervision of this position, in close consultation with LHDs to coordinate and bolster
COVID-19 duties performed by jurisdictional public health authorities. Work location and hours may be flexible,
as determined by the needs of the NJLINCS Agency and LHDs within the NJLINCS jurisdiction.

EXAMPLES OF WORK:
Communicates regularly with NJLINCS/LHDs and other COVID-19 partners to inventory and monitor COVID
staffing and resources in the county.
Regularly reports to DOH COVID staffing and resources including, but not limited to, metrics describing testing
sites; metrics describing NJLINCS/LHD contact tracing workforce; metrics describing isolation and quarantine
sites and services; and metrics regarding targeted outreach to vulnerable populations; ensures these metrics
are reported to all LHDs in the NJLINCS jurisdiction.
Coordinates with Health Officers from NJLINCS and LHDs in the county and DOH Regional Coordinators to
ensure COVID teams are staffed and trained on case interviewing and contact tracing.
Regularly receives updates from and/or convene meetings of the NJLINCS Data Manager/Epidemiologist,
the NJLINCS COVID-19 Social Support Coordinator and contact tracers/supervisors on the number of
people they reached out to, their success rate, the number of people they are currently tracking and any
concerns they have about their contacts.
Maintains contact with DOH Regional Coordinators and DOH SMEs and facilitates bidirectional
communication between these staff and NJLINCS/LHDs and COVID teams to ensure questions and
concerns are resolved in a timely manner.
Convenes a county-wide COVID task force that includes, at minimum, county government; county and
local public health; hospitals; FQHCs; county OEMs, community-based organizations; faith-based leaders;
and DOH Regional Coordinator.
In collaboration with the county-wide COVID task force, and in alignment with state strategies, develops
goals and plans for testing, contact tracing, isolation and quarantine, social supports and messaging
targeting vulnerable populations.
Works with the DOH Regional Coordinator to establish and maintain contact with NJLINCS COVID-19
Coordinators in other counties to ensure local, regional and statewide coverage and awareness of
available resources.
Participates in COVID task force, working groups or other meetings held by the NJLINCS Agency, LHDs,
Regional Coordinators, DOH Quarantine Coordinator and DOH SMEs that may be relevant to social
supports.
Supervises the work operations and/or functional programs, evaluates employee performance and conduct,
and have responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or
disciplining of subordinates.
Prepares charts, tables and other graphic representations needed for the planning, operation and
implementation of program activities.
Reviews, analyzes and prepares written materials such as letters, reports, correspondence and other
documents related to the program functions.
Maintains essential records, reports and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and information
systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a bachelor’s degree in Public Health, Public
Administration, Social Work, or a closely related field of study.
NOTE: Possession of a master’s degree in Public Health, Public Administration, Social Work, or other
closely related field of study may be substituted for the education requirement above.
EXPERIENCE:
One (1) year of professional, supervisory experience in planning, implementing and/or coordinating
program activities in a public health agency, which shall have included leading a program or project
team and grant management work such as writing grant reports, monitoring grant budgets and
communicating with grant officers.
LICENSE:
Appointees will be required to possess a driver’s license valid in New Jersey only if the operation
of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of public health principles, practices and standards.
Knowledge of the methods and techniques used to plan, organize and coordinate public health programs
and related activities.
Knowledge of public health and/or community wellness resources and social services in New Jersey.
Knowledge of the methods used to collect and analyze data.
Knowledge of the procedures used to write grant reports and monitor grant budgets.
Knowledge of supervisory methods and techniques.
Ability to interpret and apply public health laws, rules, regulations and policies.
Ability to guide a task force/working group toward common goals.
Ability to effectively communicate and work with professional partners from different sectors.
Ability to interact professionally with people from diverse cultural, racial, ethnic, gender, and
socioeconomic backgrounds during a time of crisis and distress.
Ability to learn, access and navigate various databases and software programs following training.
Ability to manage multiple assignments and projects simultaneously.
Ability to handle confidential information with discretion and professionalism.
Ability to effectively train staff involved in program activities.
Ability to organize assigned work, analyze problems, and develop effective work methods.
Ability to supervise program staff and evaluate the performance of their work.
Ability to participate in conferences, meetings and other events as required.
Ability to prepare clear, technically sound, accurate and comprehensive reports containing findings,
conclusions and recommendations.
Ability to maintain essential records and files.
Ability to learn how to utilize various types of electronic and/or manual recording and information
systems used by the agency, office or related units.
Ability to read, write, speak, understand and communicate in English sufficiently to perform the duties
of this position. American Sign Language or Braille may also be considered as acceptable forms of
communication.
