DEFINITION:
Under direction, provides data management and epidemiological support to all local Health departments
(LHDs) and contact tracing teams within the NJLINCS jurisdiction; analyzes and reports COVID-related
data to local, county, regional, and state partners for use in COVID-related planning, response, and
evaluation initiatives; performs other related duties as required.
NOTE: The New Jersey Local Information Network Communications System (NJLINCS) is a system of
public health professionals and electronic public health information that enhances the identification and
containment of diseases and hazardous conditions that threaten the public's health. Built on personal
computer and Internet technologies, NJLINCS is a network of strategically positioned county and local
health departments located throughout the state, the New Jersey Department of Health and Senior
Services, all other local health departments and public / private organizations working at the community
level to safeguard public health.
NOTE: This position is full-time and supported through a two-year grant awarded by the New Jersey
Department of Health (DOH). The NJLINCS Agency will provide direct supervision of this position, in
close consultation with LHDs to coordinate and bolster COVID-19 duties performed by jurisdictional
public health authorities. Work location and hours may be flexible, as determined by the needs of the
NJLINCS Agency and LHDs within the NJLINCS jurisdiction.

EXAMPLES OF WORK:
Monitors, cleans, and analyzes COVID-related data received through testing, outbreak investigations,
and contact tracing.
Ensures completeness, timeliness, and accuracy of all collected information.
Guides the planning and response efforts of NJLINCS/LHDs and generates metrics for local, regional,
and statewide usage.
Works with teams of contact tracers and supervisors to manage data received from interviews with
COVID-positive and COVID-exposed persons.
Utilizes web-based platforms to ensure that electronic reporting of symptoms from contacts is uploaded
into public health databases and appropriate linkages are made, such as referrals to NJLINCS Social
Support Coordinators.
Trains contact tracers on utilization of contact tracing technology and troubleshoots any issues with
technology.
Designs and implements analyses of COVID data.
Routinely disseminates and presents data and metrics to NJLINCS/LHDs and DOH Regional
Coordinators to guide public health planning and response measures.
Collaborates with NJLINCS/LHD Information Technology (IT) staff and DOH Regional Contact Tracing
Coordinator to support contact tracing teams when necessary.
Resolves issues that may arise with web-based technologies.
Works with the DOH Regional Contact Tracing Coordinator to establish and maintain working
relationships with NJLINCS Epidemiologists in other counties.
Ensures local, regional, and statewide coverage, monitors regional trends, and standardizes data so
as to improve data analyses and reporting.
Participates in COVID task forces, working groups, and other meetings held by the NJLINCS Agency,
LHDs, Regional Coordinators, and DOH SMEs that may be relevant to data management and
epidemiology or require data to bolster and evaluate COVID initiatives.
Prepares and maintains essential records and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and
information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Master’s degree in Public Health or related field.
EXPERIENCE:
One (1) year of professional work experience in data management and/or data analysis.
LICENSE:
Appointees will be required to possess a driver’s license valid in New Jersey only if the operation
of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the principles, policies, standards, and/or procedures involved with managing data
in public health, epidemiological, and/or biostatistical settings.
Knowledge of data management and statistical software and technology used in documenting,
performing, and presenting various types of data analyses.
Knowledge of methods in designing, presenting, and implementing data and analyses.
Ability to train contact tracers on utilization of contact tracing technology.
Ability to prepare and present statistical reports in both technical and layman’s terms.
Ability to use data management and statistical software used in documenting, performing, and
presenting various types of data analyses.
Ability to simultaneously manage multiple projects.
Ability to work both individually and in collaboration with others in a team environment.
Ability to prepare and maintain essential records and files.
Ability to learn how to utilize various types of electronic and/or manual recording information systems
used by the agency, office or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties
of this position. American Sign Language or Braille may also be considered as acceptable forms of
communication.
