DEFINITION:
Under direction, coordinates with and assists local health departments (LHDs) and contact tracing teams
within the NJLINCS jurisdiction on matters pertaining to COVID-positive and COVID-exposed persons
requiring isolation, quarantine, or other social services; works with NJLINCS, LHDs, the New Jersey
Department of Health (DOH) Quarantine Director, the DOH Regional Social Support Coordinator (SSC),
regional Health Hubs, community-based organizations and other support agencies to address housing,
transportation, food, mental health, medical services, insurance coverage, unemployment compensation,
and other needs; performs other related duties as required.
NOTE: The New Jersey Local Information Network Communications System (NJLINCS) is a system of
public health professionals and electronic public health information that enhances the identification and
containment of diseases and hazardous conditions that threaten the public's health. Built on personal
computer and Internet technologies, NJLINCS is a network of strategically positioned county and LHDs
located throughout the state, the DOH, all other LHDs and public / private organizations working at the
community level to safeguard public health.
NOTE: This position is full-time and supported through a two-year grant awarded by the New Jersey
Department of Health (DOH). The NJLINCS Agency will provide direct supervision of this position, in
close consultation with LHDs to coordinate and bolster COVID-19 duties performed by jurisdictional
public health authorities. Work location and hours may be flexible, as determined by the needs of the
NJLINCS Agency and LHDs within the NJLINCS jurisdiction.

EXAMPLES OF WORK:
Develops and maintains a list of available resources to assist COVID-positive and COVID-exposed
persons, with emphasis on services available within the country.
Identifies vulnerable populations in the NJLINCS jurisdiction.
Works with the NJLINCS COVID Coordinator and LHDs, in alignment with State testing and containment
strategies, to prioritize COVID response initiative to target vulnerable populations in the county.
Develops and maintains a list of pre-identified isolation and quarantine sites available within the county.
Develops a standard operating procedure (SOP) for NJLINCS, LHDs and local partners to use for
persons in need of isolation or quarantine services.
Serves as a liaison for the DOH Quarantine Director to communicate the State SOP for Medical
Quarantine Sites (MQS) to local partners.
Develops local policies and procedures that support the State SOP, as needed.
Collaborates with NJLINCS, LHDs, and contact tracers to support identified needs with COVID-positive
and COVID-exposed persons.
Identifies gaps in needs amongst COVID-positive and COVID-exposed persons, especially those in
vulnerable populations such as persons experiencing homelessness, immigrants, and persons of color,
and searches for local solutions such as community programs that can address their needs.
Works with the DOH Regional SSC to establish and maintain contact with NJLINCS SSCs in other
counties to ensure local, regional, and statewide coverage and awareness of available resources.
Participates in COVID-related task forces, working groups, or meetings held by the NJLINCS Agency,
LHDs, Regional Coordinators, DOH Quarantine Coordinator, and DOH SMEs that may be relevant to
social supports.
Prepares and maintains essential records and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and
information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a bachelor’s degree in Social Work, Sociology,
Psychology, or other social science field.
NOTE: Possession of a master’s degree in Social Work, Sociology, Psychology, or other closely related
field may be substituted for the education requirement above.
EXPERIENCE:
One (1) year of professional experience in social work, mental health counseling, or other related field,
which shall have included working with community resources and social services in New Jersey and/or
supporting vulnerable populations.
LICENSE:
Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a
vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the principles, policies, standards, and procedures involved in developing and
implementing public health and social service programs.
Knowledge of the community-based and social services resources available in New Jersey.
Knowledge of the proper etiquette, terminology, and procedures in working with and supporting
vulnerable populations.
Ability to interpret and apply public health laws, rules, and regulations.
Ability to empathize with, work with, and support vulnerable populations and distressed individuals.
Ability to handle confidential information with discretion and professionalism.
Ability to work harmoniously and interact professionally with people from diverse backgrounds during
times of crisis and distress.
Ability to simultaneously manage multiple projects.
Ability to work both individually and in collaboration with others in a team environment.
Ability to prepare and maintain essential records and files.
Ability to learn how to utilize various types of electronic and/or manual recording information systems
used by the agency, office or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties
of this position. American Sign Language or Braille may also be considered as acceptable forms of
communication.
