AERONAUTICAL OPERATIONS SPECIALIST
DEFINITION:
Under the direction of the Manager, Bureau of Aeronautics, Department of
Transportation, inspects airports and other aeronautical activities, conducts
investigation of aircraft accidents occurring within the state, and prepares
appropriate reports; coordinates and cooperates with Federal Aviation
Administration on reported air violations and complaints, and performs
special studies and other related work as delegated; does other related
duties as required.

EXAMPLES OF WORK:
Conducts inspections of airports, landing strips, heliports, parachute centers,
and other types of licensed aeronautical activities to determine compliance
with New Jersey aeronautical laws, rules, and regulations of the Commissioner.
Makes recommendations for licensing, relicensing or rejection of facilities or
activities.
Gathers detailed information on all aircraft accidents that occur within the
State of New Jersey and, when delegated by the National Transportation
Safety Board, assumes full federal authority in conducting aircraft accident
investigation of non-fatal accidents; examines wreckage and recommends
change or corrections to prevent a recurrence.
In cooperation with the appropriate General Aviation District Office of Federal
Aviation Administration, investigates alleged violations of air and ground rules.
Cooperates with Federal Aviation Administration and National Transportation
Safety Board and assists in the investigation of major aircraft accidents.
Provides technical assistance to airport managers and municipalities in
resolving problems of aircraft noise abatement.
Provides guidance to operators, when requested, on the establishment of
a new facility or operation.
Issues summonses to violators of the provisions of Title 6 of New Jersey
Statutes Annotated and Title l6 of New Jersey Administrative Code and
appears in court when required in the enforcement of these laws and
administrative regulations.
Coordinates with Federal Aviation Administration on matters affecting
land use around airports as related to high tension lines or antennas
to be constructed, and other possible obstructions to flight.
Under-funded delegated authority of the Federal Aviation Administration,
conducts inspections of all state airports (50l0 Program).
Maintains ready-alert stand-by duty for immediate response to notification
of aircraft accidents and other aeronautical incidents, through FAA East
Regional Operations Center and State Police.
Responds to aircraft accidents and other aeronautical incidents.
Enforces the New Jersey Air Safety and Zoning Act and processes permit
applications for development within an airport safety zone.
Is called upon to appear as an expert aeronautical witness at hearings
requiring expert testimony.
When directed, monitors aerial exhibitions to insure compliance with
safety requirements.
Maintains essential records, reports, and files.
Will be required to learn how to utilize various types of electronic and/or
manual recording and information systems used by the agency, office, or
related units.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of work experience in the operation and/or maintenance
of single and/or multi-engine aircraft, fixed or rotor wing.
NOTE: Appointees will be required to complete Airport Master Record
Training within one year of hire.
LICENSE:
Applicants must possess, as a minimum, a Federal Aviation Administration
Commercial Pilot's Certificate (with ratings for airplane single and/or
multi-engine land or sea, or rotary wing helicopter) with logged pilot in
command time in civil or military aircraft.
Appointees will be required to possess a driver's license valid in New Jersey
only if the operation of a vehicle, rather than employee mobility, is necessary
to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the problems involved in the operation of airports.
Knowledge of and familiarity with the operation, maintenance, and flight
procedures of single and multi-engine aircraft, fixed wing and/or rotor wing,
under visual and instrument conditions.
Knowledge of and familiarity with the laws and regulations of the Federal
and New Jersey State government concerning aviation and the operation
of aircraft.
Knowledge of the laws, regulations, and orders of the State of New Jersey
pertaining to the licensing, inspection and safety requirements of airports,
landing strips, heliports, and other aeronautical activities.
Ability to organize assigned field inspection and investigative work, analyze
problems involving the construction operation and maintenance of airports
and other aviation facilities and develop appropriate work methods.
Ability to comprehend, analyze and apply the basic laws, rules, and regulations
of the federal and state government and the Commissioner of Transportation
pertaining to aviation.
Ability to conduct the required field inspections and investigations of all types
of aeronautical facilities and activities to determine compliance with laws and
regulations.
Ability to prepare and deliver oral presentations in an effective manner.
Ability to investigate aircraft accidents occurring within New Jersey, examine
wreckage, analyze and interpret the events leading up to the accident.
Ability to investigate alleged violations of air and ground regulations and
take appropriate action.
Ability to provide technical advice and assistance concerning the licensing,
classification, inspection, and safety requirements of airports, landing
strips, heliports, and other aeronautical facilities and aeronautical activities.
Ability to take proper enforcement measures needed to minimize
objectionable aircraft activities.
Ability to prepare and present educational programs and present lectures
of aviation and related subjects designed to minimize and eliminate
aeronautical accidents and promote aviation safety.
Ability to prepare clear, technically sound, accurate, and informative
statistical and other reports containing findings, conclusions, and
recommendations.
Ability to learn how to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related
units.
Ability to read, write, speak, understand, and communicate in English
sufficiently to perform the duties of this position. American Sign Language
or Braille may also be considered as acceptable forms of communication.
