Job Specification

ENVIRONMENTAL ENGINEER 2

DEFINITION:

Under limited supervision of a supervisory official in a state department, 
institution, agency, or local government agency, performs professional 
engineering work including but not limited to water management, air 
pollution control/management, noise pollution control/management, 
coastal resource management, hazardous/non-hazardous waste 
control/management; reviews engineering plans, makes determinations 
and/or recommendations on plans; field visits, inspections, 
investigations/surveys; gathers data, researches and analyzes information 
as it relates to environmental control work; and/or the enforcement of 
environmental laws and/or regulations; works with Environmental Impact 
Statements; does related work as required.

EXAMPLES OF WORK:

Plan and conduct special investigations, inspections, and surveys of proposed 
or completed projects.

Prepare data for design used during and after construction of department 
projects.

May provide technical guidance to others.

Review and interpret plans and specifications; under direction, draft 
specifications.

Review engineering plans.

Coordinate and control testing and investigation programs.

Investigate new test methods to improve accuracy and efficiency by optimum 
utilization of scientific equipment and instruments.

Initiate, perform, and complete specialized testing or evaluation programs 
requiring appropriate technical skills; perform complex mathematical 
calculations and interpret data obtained from instrumental analyses. 

Assist in the development, review, and issuance of permits applicable to 
assigned element.

Perform engineering services at experimental test sites and other locations; 
provide technical assistance.

Prepare technically sound and accurate engineering reports.

Prepare and interpret computer data related to individual engineering 
projects.

May develop in-house engineering oriented programming.

May prepare evidence for use in court actions and hearings and give 
testimony under oath.

Utilize computer applications in engineering problem-solving.

Maintain essential records, reports, and files.

Prepare clear, technically sound, accurate, and factual reports containing 
findings, conclusions, and recommendations.

Will be required to learn to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college with a Bachelor's degree in Civil, 
Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, 
Sanitary, Industrial, Agricultural or Mining Engineering, or other field of 
engineering related to the environment.

NOTE:  A valid Professional Engineer's license issued by the New Jersey 
State Board of Professional Engineers and Land Surveyors may be 
substituted for the Bachelor's degree in Engineering.

EXPERIENCE:

Two (2) years of professional experience in environmental engineering 
work.

NOTE:  A Master's degree in one of the fields specified above may be 
substituted for one (1) year of the above experience.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of practices and principles involved in the field of environmental 
engineering and the application of engineering principles to assess and 
mitigate the effect of various projects.

Knowledge of methods and procedures used in obtaining samples, preparing 
them for testing, and ensuring proper degree of accuracy in making tests.

Knowledge of capabilities and applications of computers in engineering 
situations and projects.

Knowledge of methods and procedures for laboratory testing related to 
environmental engineering.

Knowledge of varied types and proper use and maintenance of field and 
laboratory apparatus and equipment used in testing of samples.

Knowledge of problems that arise when tests are made in the field, and 
laboratory apparatus and equipment used in testing of samples.

Knowledge of responsibilities, programs, standards, policies, and procedures 
of the department relating to environmental engineering.

Knowledge of the applications of computer programming.

Ability to adhere to established testing procedures, to use good judgment 
in making minor deviations when circumstances warrant, and to devise new 
testing methods, procedures, and techniques when no standard method is 
available.

Ability to prepare engineering reports.

Ability to prepare technical correspondence.

Ability to assign and instruct designated employees and review work, 
as required.

Ability to plan and undertake collection and analysis of engineering data 
for computer processing, and to read and interpret the results.

Ability to follow complex oral and written instructions.

Ability to read, interpret, and apply knowledge of laws and rules, regulations, 
and codes of the Department of Environmental Protection relative to the program 
areas.

Ability to maintain records, reports, and files.

Ability to prepare clear, technically sound, accurate, and factual reports 
containing findings, conclusions, and recommendations.

Ability to utilize various types of electronic and/or manual recording and 
information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English 
sufficiently to perform the duties of this position.  American Sign Language 
or Braille may also be considered as acceptable forms of communication.
