CHIEF MECHANICAL INSPECTION BUREAU BOILER AND PRESSURE VESSEL COMPLIANCE DEFINITION:
Under direction of an administrative official in the Department of Labor and Workforce Development, oversees programs designed to ensure the safe operation of boilers, pressure vessels, refrigeration plants, nuclear reactors, and other power plant components; establishes construction standards; oversees re-inspections by qualified inspectors, and operations by competent licensees; does related work as required.

EXAMPLES OF WORK
Provides assignments and instructions, and coordinates the work of field inspectors and engineers inspecting steam boilers, pressure vessels, and refrigeration systems to ensure compliance with department standards.
Plans and coordinates the interface between boiler and pressure vessel insurance companies and the Division of Workplace Standards.
Develops reporting and fee collection procedures for insurance companies and negotiates their acceptance by the American Insurance Association and the Insurance Service Office.
Monitors National Board Commission Examinations for state, insurance, and owner/user inspectors.
Prepares agenda and public notices for meetings of the Board of Boiler, Pressure Vessel, and Refrigeration Rules and Public Hearings in accordance with the provision of NJSA 34:7-23 and NJSA 34:1-47.
Prepares and enforces interim administrative exceptions to referenced standards subject to confirmation by the Board.
Plans, organizes, and administers methods and procedures for the receipt and recording of examinations, licenses, inspection reports, and respective fees.
Plans, develops, and evaluates methods and procedures for the routine and special inspections of steam boilers, pressure vessels, and refrigeration plants.
Prepares and directs the administration of examinations for the licensing of stationary engineers and firemen.
Conducts conferences, and interviews regarding boiler, power plant, refrigeration plant, and pressure vessel construction, installation and inspection, violations, and complaints; mediates labor/management disputes concerning staffing of power plants affected by the law.
Functions as an agency representative on the conference committee of the American Society of Mechanical Engineers Boiler and Pressure Vessel Committee.
Enforces boiler and pressure vessel law.
Represents New Jersey on the National Board of Boiler and Pressure Vessel Inspectors.
Interfaces with other divisions, agencies, or departments to achieve common goals, reduce duplication of work, and cooperate on special emphasis programs.
Interfaces with the Department of Community Affairs and local sub-code officials in the enforcement of referenced Department of Labor boiler and pressure vessel standards.
Prepares correspondence.
Prepares and supervises the preparation of technical reports of inspections and other matters containing findings, conclusions, and recommendations.
Prepares drafts of legislative and/or rule proposals; analyzes proposed legislation affecting the department's operation.
Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
Supervises the establishment and maintenance of essential office records and files.
Conducts or assigns the investigation of accidents, causative analysis studies, and the institution of preventive procedures.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
In accordance with NJSA 34:1-38.l, applicants shall:
1) be a United States citizen and, either
a) possess nine (9) years of professional experience as a boiler and pressure vessel inspector or
b) possess fourteen (14) years of professional experience as a Grade A (Gold Seal) or B (Red Seal) NJ licensed Operating Engineer, or
c) have held a position equivalent to b.
Five (5) years of the above professional experience in the operation and inspection of pressure vessels or, the design or construction of pressure vessels or plants, must have been in a supervisory capacity.
OR
Possession of a bachelor's degree from an accredited college or university; AND
In accordance with NJSA 34:1-38.l, applicants shall:
1) be a United States citizen and, either
a) possess five (5) years of professional experience as a boiler and pressure vessel inspector or
b) possess ten (10) years of professional experience as a Grade A (Gold Seal) or B (Red Seal) NJ licensed Operating Engineer, or
c) have held a position equivalent to b.
Five (5) years of the above professional experience in the operation and inspection of pressure vessels or, the design or construction of pressure vessels or plants, must have been in a supervisory capacity.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Applicants must possess a valid 1-A Gold Seal Stationary Engineer's License issued by the New Jersey Department of Labor and Workforce Development.
Applicants must possess a certification as an Inspector issued by the National Board of Boiler and Pressure Vessel Inspectors.
Applicant must possess an "A" Shop Inspection Certificate of Competency and a "B" Supervisory Endorsement issued by the National Board of Boiler Pressure Vessel Inspectors.
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES
Knowledge of the safety devices and measures used to operate boiler and pressure vessel equipment.
Knowledge of the precautions, procedures, and techniques used to operate pressure vessels.
Knowledge of the methods and techniques used to inspect pressure vessels, nuclear components, and refrigeration systems for safety, operating conditions, and compliance with the law.
Ability to apply the laws of New Jersey and department regulations relevant to the examination and licensure of pressure vessel operators.
Ability to provide assignments and instruction to staff and supervise their work performance.
Ability to organize and supervise a statewide program for the examination and licensing of pressure vessel operators, and the safety of the equipment, including boilers and refrigeration plants.
Ability to plan, coordinate and supervise the work of insurance underwriters and inspectors.
Ability to plan, administer, evaluate, and revise the methods and procedures utilized for the routine inspection of steam pressure vessels and refrigeration plants.
Ability to prepare and direct the examination of applicants for licensure as engineers and firemen.
Ability to plan, organize, and direct plans and programs for the receipt and recording of examination, license, and inspection reports.
Ability to plan and conduct hearings and conferences regarding boiler, power and refrigeration plants, and pressure vessel construction, installation inspection, violations, and complaints.
Ability to read and interpret blueprints, sketches, drawings, plans, and specifications.
Ability to review inspection reports and take appropriate action.
Ability to prepare correspondence.
Ability to prepare and supervise the preparation of clear, technically accurate and informative reports of safety problems, programs, and related matters containing findings, conclusions, and recommendations.
