SENIOR HIGHWAY SAFETY SPECIALIST  

DEFINITION:

Under direction of a supervisory official in the Department of Law and Public Safety, assists in the planning, developing, administration and review of Highway Safety Project Grant Applications; assists in developing a comprehensive highway safety plan for the State; and provides assistance and advice to officials at the local level in an effort to advance the projects ; does related work as required

EXAMPLES OF WORK:

Acts as a staff member in assisting in formulating and developing a comprehensive New Jersey Safety program based on the Federal Highway Safety Act of 1966 and the policies and directives of the Governor's Representative.

Assists in interpreting the policies, priorities and directives of the Governor's Representative to the National Highway Traffic Safety Administration.

Reviews and evaluates highway safety projects submitted in relation to priorities and criteria established by the Governor's Representative to the National Highway Traffic Safety Administration.

Assists in reviewing and evaluating highway safety projects submitted in relationship to the political subdivision's needs, capabilities and priorities.

Provides systems analysis coordination for those highway safety projects which require an interdisciplinary approach.

Assists in design, development and preparation of New Jersey annual work program.

Assists in developing guidelines, procedures and criteria to enable participation by the political subdivisions in highway safety programs.

Visits, consults and provides assistance, instruction and interpretation concerning the Highway Safety Program and all it's ramifications to political subdivisions and organizations within political subdivisions.

Assists in interpreting directives and orders received from the National Highway Safety Bureau so that their meaning and effect at the political subdivision level may be determined.

Monitors the progress of highway safety projects and prepares specific interim progress reports.

Suggests, initiates and promotes new projects in consultation with state technical advisors, that can be undertaken by sponsoring agencies with the State of New Jersey in order to obtain compliance with the National Highway Traffic Safety Administration's standards and the State's comprehensive plan for meeting these safety standards.

Assists in the implementation of new highway safety programs and investigative studies by developing sound plans of execution.

Coordinates various information activities with select organizations (eg F.A.R.E, M.A.S.T, Fatal Accident File, Traffic Records).

Prepares clear and informative reports of highway safety containing findings, conclusions and recommendations.

Maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in the planning and/or administration of highway safety or related programs.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the policies and procedures of New Jersey's Highway Safety Program in compliance with the National highway Safety Standards.

Knowledge of the rules, regulations and standards of the Federal Highway Administration.

Ability to work harmoniously with other state department officers, consultants and others in the review, revision and acceptance of plans for proposed highway safety projects.

Ability to draft correspondence on the course of official duties.

Ability to prepare and supervise preparation and publication of clear and informative statistical, administrative, financial and other reports of Highway Safety Program activities containing findings, conclusions and recommendations.

Ability to maintain essential records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
