EDUCATION PROGRAM ASSISTANT 2

 DEFINITION:

 Under  direction of a supervisory official in a state  department
 or  agency,  in  an  educational  setting,  performs  responsible
 clerical  duties  related  to research,  reference,  statistical,
 inspection,  investigation, fiscal, analytical, and  interpretive
 activities within an assigned area; does other related duties  as
 required.

 NOTE: The  examples of work for this title are for illustrative

 EXAMPLES OF WORK:

 Provides  paraprofessional  service  within  a  defined  area  of
 activity  which includes development of data on which inferences,
 conclusions, and recommendations may be made, and on which action
 can be taken.

 Answers  routine  inquiries for information or  clarification  of
 information   by  letters,  memoranda,  or  reference   documents
 (bibliographies, reading lists, or other methods).

 May  act  as  team  leader to subordinate clerical  personnel  on
 special and/or ongoing projects, and train them in techniques and
 processes necessary to achieve stated objectives.

 May  monitor  and  coordinate systems flow  for  various  program
 funding  applications,  and assist in  developing  procedures  to
 ensure  smooth  processing of those materials  designed  to  meet
 established deadlines.

 Maintains  or  assists in maintaining current status  of  account
 reports for a budget element.

 Enters   information  in  budget  element  document   to   ensure
 maintenance of current status.

 Makes  assigned inspections/investigations to determine adherence
 by   schools,  businesses,  or  other  institutions   to   rules,
 regulations,  policies, and procedures  of  the  State  Board  of
 Education and/or its subordinate boards of committees.

 Makes  recommendations based on findings relative to issuance  of
 permits, licenses, and certificates of approval.

 May  assist  professional personnel in appraisal of  program  and
 funding proposals through applications of prescribed formula  and
 criteria, and makes preliminary determinations of eligibility.

 Checks and verifies data for accuracy and completeness.

 Initiates   inquiries   and  requests  for   clarification   when
 inaccurate or incomplete data are identified.

 Follows through on projects to completion.

 Prepares  drafts  of reports including procedural recommendations
 that have a basis in part from precedent.

 Reads  and summarizes material of a technical nature for  use  by
 professional personnel.

 Arranges   meetings,  area  workshops,  and  seminars   including
 acquisitions of facilities, services of participants and resource
 personnel,  and  materials, and may attend and  assist  staff  in
 conduct of conferences.

 Performs file and/or library research and reference projects, and
 prepares  finished reports or provides data on which professional
 staff  may  base  reports, speeches, articles,  or  their  public
 presentations.

 May  develop  job descriptions and work standards  with  clerical
 personnel.

 Reviews progress reports and self-evaluation reports from  funded
 programs.

 Maintains  prescribed  records, charts, or other  visual  devises
 used to depict status.

 Prepares reports.

 Maintains records and files.

 Will  be required to learn to utilize various types of electronic
 and/or  manual  recording and information  systems  used  by  the
 agency, office, or related units.

 May  be required to engage in lifting clients when working  in  a
 setting  which  provides  direct  services  to  clients  who  are
 nonambulant, semiambulant, and/or have severe physical handicaps.

 REQUIREMENTS:

      EDUCATION:

      Completion  of  60 semester hour credits of  study  from  an
 accredited college or university.

      EXPERIENCE:

      Two (2)  years of experience in secretarial and/or clerical work.

      NOTE: Applicants who do not possess the required education
 may   substitute   additional  experience  as  indicated   on   a
 year-for-year basis with thirty (30) semester hour credits  being
 equal to one (1) year of experience.

      LICENSE:

      Appointees  will  be required to possess a driver's  license
 valid  in  New Jersey only if the operation of a vehicle,  rather
 than  employee mobility, is necessary to perform essential duties
 of the position.

      SPECIAL NOTE

      Ability  to  physically lift, move, and position clients  as
 needed.

 KNOWLEDGE AND ABILITIES:

 Knowledge of rules, regulations, policies, and procedures of  the
 department   or   agency  as  established  for   preparation   of
 correspondence, reports, memoranda, and other documents  after  
 a period of training.

 Knowledge of clerical methods, practices, and procedures.

 Knowledge  of  principles of account keeping after  a  period  of
 training.

 Ability to utilize office routines, procedures, and techniques in
 processing a large volume of correspondence.

 Ability  to  train  clerical and other staff  to  ensure  prompt,
 efficient flow of work.

 Ability     to     work    under    supervision    on     routine
 investigations/inspections to determine adherence to  established
 rules and regulations of the State Board of Education.

 Ability  to read and summarize highly technical material for  use
 by staff professionals.

 Ability  to assign and instruct clerical staff and monitor  their
 work.

 Ability to prepare reports.

 Ability to maintain records and files.

 Ability  to  utilize  various types of electronic  and/or  manual
 recording and information systems used by the agency, office,  or
 related units.

 Ability  to  read, write, speak, understand, and  communicate  in
 English   sufficiently  to  perform  duties  of  this   position.
 American  Sign  Language or Braille may  also  be  considered  as
 acceptable forms of  communication.
