Job Specification

 PRINCIPAL MAIL CLERK

 DEFINITION:

 Under general supervision of a supervisor in a state department, 
 institution, or agency, or a local jurisdiction, takes charge of delivering, 
 receiving, sorting, distributing, and preparing a large volume of mail; 
 takes the lead over other staff in the unit; does other related work.

 EXAMPLES OF WORK:
 
 Under supervisory direction, has charge of a unit concerned with 
 the receipt, sorting, and distributing of interoffice and U.S. Mail.

 Takes the lead over other staff of the unit.

 Takes the lead in the work involved in the receipt, date stamping, and 
  Intradepartmental distribution of incoming letters and packages; ensures  
 that proper signatures are obtained where necessary.

 Takes the lead in folding, sealing, and labeling operations including the
 maintenance, service, and repair of related machines.

 In the absence of the supervisor, may assist and respond to
 Queries from Mail Clerks, Truck Drivers, and/or clerical 
 employees assigned to the Mail Unit.

 Coordinates intradepartmental collections of outgoing mail; may drive,
 load, and/or unload the mail truck as necessary.

 Takes the lead in the preparation of outgoing mail for delivery to a state
 department post office; may weigh, stamp, and deliver outgoing mail
 directly to the Federal Post Office.

 Develops and maintains schedules of collection and delivery times, and
 makes necessary adjustments for the expedition of emergency and peak
 mail loads.

 Under direction of a supervisor, may control the dispensing of stamps
 throughout the department.

 Prepares reports of mail unit programs and activities.

 Maintains the mailing unit records and files.

 Will required to learn to utilize various types of electronic and/or
 manual recording and information systems used by the agency, 
 office, or related units.

 REQUIREMENTS:

 EXPERIENCE:

 Two (2) years of experience in collecting, sorting, distributing and 
 recording and stamping incoming and outgoing mail.

 LICENSE:

 Appointees will be required to possess a driver’s license valid in 
 New Jersey only If the operation of a vehicle, rather than employee 
 mobility, is necessary to perform the essential duties of the position.

 Appointees may also be required to possess a valid Commercial 
 Driver's License (CDL) and applicable endorsements for the class 
 and type of vehicle being operated.

 NOTE: The responsibility for ensuring that employees possess the
 required motor vehicle license, commensurate with the class and type
 of vehicles they operate, rests with the Appointing Authority.

 KNOWLEDGE AND ABILITIES:

 Knowledge of the federal laws and regulations and department
 regulations pertaining to the processing of the mails and their
 application to specific situations after a period of training.

 Knowledge of U.S. Postal regulations pertaining to special delivery,
 registered, insured, special handling, and other specialized
 categories of mail.

 Knowledge of the operation, adjustment, repair, maintenance, 
 and potentialities of the following office appliances: inserting and
 sealing machines, addressograph, and/or graphotype machines, 
 and Shredder machines.

 Knowledge of the types and qualities of various types of envelopes,
 cards, and other materials which are used in the various programs.

 Ability to plan, and organize the mail section programs and activities, 
 develop realistic delivery and pickup schedules, and take the
 measures required to handle emergency, peak, seasonal, and/or 
 other unusual loads to ensure that the regular processing of the mail 
 is not delayed.

 Ability to plan procedures for the receipt, date stamping, and
 intradepartmental distribution of incoming mail and packages 
 including the recording of signatures where so required.

 Ability to organize the work of the mail section, and to develop 
 effective work procedures.

 Ability to keep daily accounts of postage costs charged to the 
 various units, transfer them to the ledger, and prepare statements
 periodically.

 Ability to determine the proper amounts of postage required for
 letters and packages.

 Ability to drive the mail truck if required.

 Ability to keep extensive records, prepare reports, maintain files,
 and perform the accompanying clerical duties.

 Ability to prepare mail unit reports.

 Ability to maintain records and files.

 Ability to learn and utilize various types of electronic and/or manual
 recording and information systems used by the agency, office, or
 related units.

 Ability to read, write, speak, understand, or communicate in English
 sufficiently to perform the duties of this position. American Sign
 Language or Braille may also be considered as acceptable forms 
 of communication.
